PC R 11-2121 . i � � RESOLUTION NO. 11-2121 A RESOLUTION OF THE PLANNING COMMISSION OF THE I CITY OF ARROYO GRANDE DENYING APPEAL TO PLANNING COMMISSION CASE NO. 10-001 AND , APPROVING ADMINISTRATIVE SIGN PERMIT 10-017 AS CONDITIONED TO PROHIBIT PLACEMENT OF SIGN AT THE MAIN ENTRANCE TO THE FIVE-CITIES CENTER, APPLIED FOR BY DAVE PINTARD � ASSOCIATES FOR PROPERTY LOCATED AT 911 RANCHO PARKWAY (FIVE CITIES . CENTER) WHEREAS, on November 16, 2010 the Community Development Department accepted an application for an Administrative Sign Permit 10-017 applied for by Petco Inc. The location of the property is within the Regional Commercial Zoning District and is within the Five-Cities Center Phase II area located at 911 Rancho Parkway; and WHEREAS, on December 6, 2010 the Architectural Review Committee considered the application and recommended approval of Administrative Sign Permit 10-017 with an conditional of approval to prohibit placement of a sign panel at the main entrance to the Five-Cities Center; and WHEREAS, on December 7, 2010, the Director of Community Development approved the Architectural Review Committee's recommendation by ,approving Administrative Sign Permit 10-017 with an condition of approval to prohibit placement of a sign panel at the main entrance to the Five-Cities Center; and WHEREAS, on December 20, 2010, the applicant's representative filed an appeal with . the Community Development Department; and � WHEREAS, on February 15, 2011 the Planning Commission of the City of Arroyo Grande has held a public hearing on Appeal to Planning Commission Case No. 10-001 and � Administrative Sign Permit 10-017 in accordance with the Cit�r Code; and WHEREAS, the Planning Commission finds, after due study, deliberation and public .hearing that the following circumstances exist: Administrative Sign Permit Findings: 1. The proposed sign is consistent with the goals, objectives, policies and programs of the Arroyo Grande general plan and any applicable design guidelines; . The proposed signage is inconsistent with the goals, objectives, . policies and programs of the Arroyo Grande general plan, speci�c plan, and any applicable design guidelines or approvals and has been reviewed by the Architectural Review Committee and was found fo be inconsistent with section 16.60 of the Development Code; and � RESOLUTION NO. 11-2121 FEBRUARY 15, 2011 PAGE 2 OF 2 2. The proposed sign conforms to applicable development standards and will not be . detrimental to the public health, safety or welfare; . � � The proposed signage does not conform to applicable development � � standards and provisions of Municipal Code as the sign is � � , considered an off-site sign and potentially could be detrimental to � � � the public health, safety and welfare; and 3. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Arroyo Grande�hereby denies Appeal to Planning Commission 10-001 and Administrative Sign Permit 10-017 based on the above findings.
