PC R 10-2115 - RESOLUTION NO. 10-2115 I � A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE RECOMMENDING THE CITY COUNCIL ADOPT AN ORDINANCE TO AMEND THE DEVELOPMENT CODE SECTION 16.44.040 REGARDING ALLOWED USES IN THE PUBLIC/QUASI-PUBLIC (PF) ZONING DISTRICT APPLIED FOR BY THE CITY OF ARROYO GRANDE WHEREAS, the City of Arroyo Grande has initiated a Development Code Amendment Case No. 10-005 to allow flexibility in managing surplus public buildings located in the Public/Quasi-Public (PF) zoning district; and WHEREAS, the Planning Commission has reviewed this project in compliance with the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the Arroyo Grande R�les and Procedures for Implementation of CEQA and has reviewed the draft Negative Declaration; and WHEREAS, the Planning Commission of the-City of Arroyo Grande has reviewed the project at a duly noticed public hearing on November 2, 2010; and - - WHEREAS, the Planning Commission finds, after due study, deliberation and public hearing, the following circumstances exist: Development Code Amendment Findings: 1. The proposed change of zone (or revision to this title) is consistent with the goals, objectives, policies and programs of the General Plan, and is necessary and desirable to implement to provisions of the General Plan; The proposed revision is consisfent with the goals, objectives, policies and programs of the General Plan and is necessary to implement the provisions of the General Plan, specifically as they relate to the preservation of Public/Quasi- Public (PF) zoned properties. 2. The proposed change of zone (or revision to this title) will not adversely affect the public health, safety, and welfare or result in an illogical land use pattern; The proposed revision will allow uses that are no more intense than �those already allowed in the Public/Quasi-Public (PF) zoning district and will no� adversely affect the public health, safety or welfare, and will not result in an illogical land use pattem. � 3. The proposed change of zone (or revision to this title) is consistent with the I purpose and intent of the title (or the portion of this title it is amending); RESOLUTION NO. 10-2115 NOVEMBER 2, 2010 � � PAGE2of2 _ The proposed revision is consistent with the purpose and intent of Development Code Section 16.44.040, which seeks to protect areas that may be needed for future public uses. 4. The potential environmental impacts of the proposed change of zone (or revision to this title) are insignificant, or there are overriding considerations that outweigh the potential impacts; No significant potential environmental impacts have been identified relafing to the proposed revision. . NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Arroyo Grande hereby recommends the City Council adopt an ordinance to amend Development Code Section 16.44.040 regarding allowed uses in the Public/Quasi- Public (PF) zoning district based on the above findings.
