SUBJECT: CONSIDERATION OF APPOINTMENT OF COUNCIL MEMBER TO
PARTICIPATE IN UPDATE OF THE MULTI-.IURISDICTIONAL
HAZARD MITIGATION PLAN

RECOMMENDATION:
It is recommended the City Council appoint a Member to participate in the update of
the Multi-Jurisdictional Hazard Mitigation Plan.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
No financial or staffing impact is projected.
BACKGROUND:
The 2008 edition of the City of Arroyo Grande Multi-Jurisdictional Hazard Mitigation
Plan is scheduled to be revised by March 2013. Plans are required to be revised
every five (5) years. 'The revised Plans are submitted to CAL-EMA and FEMA for
their review and approval. The revision process is expected to be completed by
September 2012.
ANALYSIS OF ISSUES:
FEMA document 386-1, State and Local Mitigation Planning, strongly recommends
the following groups participate in the revision process:
Local Government
Business
Local Elected Officials
Members of the Academic Community
As a result, the City has been requested by the Five Cities Fire Authority to select
one representative from the City Council to participate in the update process. The
time commitment from participants will be minimal. Their role will be to provide input,
insight, and review of the final document prior to submission to CAL-EMA and FEMA.

This document is required before a jurisdiction can receive Pre-Disaster and Hazard
Mitigation Grant funding.
ALTERNATIVES:
The following alternatives are provided for City Council consideration:
1. Appoint a representative to participate in the Multi-Jurisdictional Hazard
Mitigation Plan update process;
2. Select two representatives to participate;
3. Decline participation from the City Council; or
4. Provide staff other direction.
ADVANTAGES:
Participation will provide valuable input and help to obtain approval of the Multi-
Agency Hazard Mitigation Plan, which will in turn assist the City in seeking approval
for future grants and reirr~bursements for disaster response and damage.
DISADVANTAGES:
A minor time commitment from the appointed representative will be required.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, March 8, 2012 and on the
City's website on Friday, March 9, 2012. No comments were received.
