Citywide Concrete Repair ProjectMEMORANDUM TO: CITY COUNCIL FROM: DOUG PERRIN, DIRECTOR OF RECREATION AND MAINTENANCE SERVICES BY: MIKE LINN, ASSISTANT CITY ENGINEER r?L SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE CITYWIDE CONCRETE REPAIR PROJECT, PW 201 1-08 DATE: MARCH 27,2012 RECOMMENDATION: It is recommended the City Council: 1. Accept the improvements as constructed by Brough Construction, Inc. for the Citywide Concrete Repair Project; and 2. Direct staff to file a Notice of Completion; and 3. Authorize release of retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The Capital Improvement Program budget includes $14,219 from the Annual Concrete Replacement Program and $91,356 from Miscellaneous Striping, Crosswalks, Sidewalks, and ADA Ramps. The actual total construction projects cost, including authorized construction changes, is $66,891. The estimated total cost of the project; including all design, construction, construction administration and Recreation & Maintenance Services construction costs, is $76,000. The recommendation will not result in any significant additional impact on staff resources. BACKGROUND: On November 8, 201 1, Council awarded a construction contract to perform the Citywide Concrete Repair Project to Brough Construction, Inc. for $69,126 and authorized the City Manager to approve change orders in the amount of $6,913. The project scope of work involved the replacement of concrete sidewalk, curb and gutter, and driveway approach segments for twenty-eight separate locations throughout the City that have Agenda Item 8.d. All asphalt pavement patching was performed by City crews following the concrete placement. ANALYSIS OF ISSUES: The contractor has completed the work in accordance with the approved plans and specifications. There are no outstanding issues. ALTERNATIVES: The following alternatives are provided for the Council's consideration: 1. Approve staffs recommendation; 2. Do not accept the project; 3. Accept the project but do not authorize release of retention; or 4. Provide direction to staff. ADVANTAGES: The project is complete. Accepting the improvements will allow staff to close out the project and return any remaining funds to the fund balance. DISADVANTAGES: The disadvantage of accepting the improvements would be if subsequent deficiencies in the work are identified. However, the contract documents include a one-year warranty period for the contractor to address any construction defects that may arise. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to Guidelines Section 15301 (c). PUBLIC NOTIFICATION AND COMMENTS: The agenda was posted on Thursday, March 22, 2012. The agenda and staff report was posted on the City's website on Friday, March 23, 2012. No public comments were received as of the time of preparation of this report. Attachment: 1.
