RECOMMENDATION:
It is recommended the City Council:
1. award a contract for construction of the Greenwood Tract Street Improvements
Project to Cal Portland Construction in the amount of $435,621;
2. authorize the City Manager to approve change orders for 10% of the contract
amount, $43,562, for unanticipated costs during the construction phase of the
project (total construction costs = $435,621 + $43,562 = $479,183);
3. find that the project is categorically exempt from CEQA pursuant to Section
1 5301 (c); and
4. direct the City Clerk to file a Notice of Exemption.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The Capital Improvement Program, as recently revised by the 5-Year Local Sales Tax
Plan approved by the City Council, includes a total of $450,000 for this project. -This
includes $150,000 in FY 201 1-12 and $300,000 in FY 2012-13. In addition, there is the
$35,000 budgeted in FY 2012-13 for sidewalk improvements and $20,000 for ADA
improvements. Coordinating the sidewalk improvements and ADA ramps in this area
with street improvements was identified as a priority and included in the project.
Therefore, it is recorr~mended that $20,000 from sidewalk funds and $20,000 from ADA
improvements be used. This will provide funding sufficient for contingency and
construction management. Work will be scheduled to incur no more expenses in FY

be used to oversee construction.
BACKGROUND:
'The Greenwood Tract was constrl~cted in the 1960's and is located at the southeastern
section of the City, adjacent to Branch Mill Road. The project scope of work involves
the following:
Asphalt Overlay
The Pavement Management Master Plan recommends a PC1 (Pavement
Condition Index) of 75 (out of a possible score of 100) for City streets. The PC1
ratings for the listed streets range between 28 and 47, which qualifies them to
receive the asphalt concrete overlay treatment. Based on a geotechnical
analysis and recommendations, staff designed the project for a two inch asphalt
concrete overlay for Coach Road, Tanner Lane, Greenwood Drive, and Flora
Road.
Concrete Replacement
In many locations, the roots of the original street trees planted along the parkway
strips (landscaped sections between the roadway curb and the sidewalk)
eventually grew to uplift and damage the concrete sidewalks, curb and gutter,
and driveway aprons in many locations. Over the years, many of the offending
trees were removed by City staff. The project will demolish and reconstruct the
damaged concrete segments.
ADA Ramp Replacement
Rehabilitation of the streets provides a prime opportunity to upgrade concrete
ADA ramps to current standards.
Drainage Upgrades
Many of the concrete valley gutters at the street intersections are damaged and
will be replaced.
ANALYSIS OF ISSUES:
On April 24, 2012, nine bids were opened for the resurfacing project. The lowest
responsive bid, from Cal Portland Construction, was in the amount of $435,621. Staff
has determined the bid to be responsive and recommends the award of a construction
contract to Cal Portland Construction.
The contract time is 60 calendar days. Work is expected to begin in mid-June and
complete by mid-August.

ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1. Approve staffs recommendations to award a construction contract to the lowest
responsive bidder;
2. Do not award a construction contract for the project at this time; or
3. Provide direction to staff.
ADVANTAGES:
Due to the current favorable bidding climate, the lowest responsive bid of $435,621 is
significantly well below the Engineer's Estimate of $550,000. The streets were
constructed in the early 1970's and have had little roadway maintenance since that
time. Prolonging the application of the asphalt overlay at this time will only result in
having to perform more expensive repairs to the roadway in the future. This project will
upgrade streets that have been identified as currently in the worst condition in the City.
DISADVANTAGES:
There are no disadvantages identified at this time.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from CEQA pursuant to Guidelines Section
15301 (c).
PUBLIC NOTIFICATION AND COMMENTS:
The agenda was posted on Thursday, May 3,2012. The agenda and staff reports were
posted on the City's website on Friday, May 4, 2012. No public comments were
received as of the time of preparation of this report.
