RESOLUTION NO. 3172
A RESOLUTION OF TIlE CITY COUNCIL OF THE CITY ARROYO GRANDE
EXPRESSING SUPPORT FOR THE FORMATION OF A
SERVICE AUfHORITY FOR FREEWAY EMERGENCIES (SAFE) [
WHEREAS, Chapter 14 of Division 3 of the Streets and Highway Code was added by
Chapter 1350 of the Statutes of 1985 providing for the establishment of a SAFE, if the Board of
Supervisors ofthe COWlty of San Luis Obispo aJid a majority ofthe incorporated Cities of the County
of San Luis Obispo having a majority of the population adopt resolutions providing for the
establishment of the Authority; and
WHEREAS, the Council believes that installing emergency call boxes will improve the safety
of the motoring pubic and facilitate timely roadside assistance to 100% of the drivers; and
WHEREAS, the CounC11 bases its findings on a survey of San Luis Obispo County residents
that found 76% of the general public supports the inStallation of call boxes on state highways in the
County, even ifit meant paying an additional $1 per year on their vehicle registration; and
WHEREAS, across the State, the establishment of can box programs has proven the stretch
the limited resources of the Califomia Highway Patrol, reduce traffic congestion in congested areas,
enable a quicker, more efficient response to roadside breakdowns and incidents, and saves lives at a
nominal cost.
NOW, THEREFORE, THE CflY COUNCIL OF THE CITY OF ARROYO GRANDE
HEREBY supports the concept offonning a Service Authority for Freeway Emergencies (SAFE) for
the pmpose of establishing a call box program in.san Luis Obispo County pursuant to Section 2550
of the Street and Highway Code; and
BE IF IT FURTHER RESOLVED, TIfAT mE CITY COUNCIL OF THE CIJY OF
ARROYO GRANDE HEREBY supports the San Luis Obispo Council of Governments as the
Service Authority for Freeway Emergencies (SAFE) in San Luis Obispo County.
