08.j. Consecutive Absences from Planning CommissionMEMORANDUM
TO: CITYCOUNCIL
FROM: &" TERESA McCLISH, COMMUNITY DEVELOPMENT DIRECTOR
BY: DEBBIE WEICHINGER, ADMINISTRATIVE SECRETARY
SUBJECT: CONSIDERATION OF REQUEST FROM PLANNING COMMISSIONER
KEEN FOR CONSECUTIVE ABSENCES FROM PLANNING COMMISSION
MEETINGS
DATE: JUNE 12,2012
RECOMMENDATION:
It is recommended the City Council consent to three potential consecutive absences by
Planning Corr~missioner Keen during the summer months.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no cost impact from this item.
BACKGROUND:
According to Municipal Code Section 2.1 8.060, three consecutive absences from regular
Planning Commission meetings constitutes a resignation, unless the City Council consents
to such absences. Planning Commissioner Keen has requested City Council consent to
absences from three consecutive regular meetings.
ANALYSIS OF ISSUES:
Requirements in the Municipal Code regarding Commission meeting absences are
designed to encourage steady attendance. However, Commissioner Keen has
demonstrated an unprecedented, ongoing record of excellent attendance, is considered a
valued member of the Planning Commission, and does not currently plan on absences
beyond the three that will be required for his planned vacation/commitments. It is possible
that a meeting may be canceled during the summer months, in which case Commissioner
Keen may not miss three consecutive meetings. However, that cannot be determined at
this time.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
Consent to the absences,
Do not consent to the absences, or
Provide direction to staff.
