THE SPECIAL MUNICIPAL ELECTION HELD TUESDAY, JUNE 5,2012

RECOMMENDATION:
It is recommended the City Council adopt a Resolution accepting the Certificate of the
County Clerk - results of canvass of all votes cast at the Consolidated Special Election
held June 5, 2012 in the City of Arroyo Grande.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact associated with the adoption of this Resolution. The City has
not yet received an invoice from the County of San Luis Obispo for the costs to conduct
the election; however, the County provided an estimate of $45,000 for the June 2012
Special Municipal Election and the funds are included in the FY 201 1-12 Legislative and
Information Services budget.
BACKGROUND:
On January 24, 2012, the City Council adopted Resolution No. 4426 determining the
need for a new police station facility and a refinancing of the fire station bonds. On
February 14, 2012, the City Council adopted Ordinance No. 644 calling and giving
notice of a Special Municipal Election on June 5, 2012 on the proposition of whether
bonds shall be issued and sold to finance a new police station and refinance the City's
fire station bonds.
ANALYSIS OF ISSUES:
On June 5, 2012, a Special Election was held in the County of San Luis Obispo.
Consolidated into that election was the Arroyo Grande Special Municipal Election, for
the purpose of a bond measure for a new police station facility.
Voter registration for the City of Arroyo Grande at the time of the election was 10,693.
The number of total ballots cast was 5.51 8 which resulted in a 51.6% voter turnout. The

bond measure required two-thirds (66.67%) voter approval to pass. Official results for
Measure A-1 2 are as follows:

Measure A-1 2 3,299 (60.65%) 2,140 (39.35%)
These results are below the required two-thirds voter approval needed to pass the
measure.
The County Clerk has conducted the official canvass of the returns of the votes cast in
the election and has certified the results. Adoption of the attached Resolution will
accept the County Clerk's Certificate of the official election results.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1. Approve staffs recommendations;
2. Do not approve staffs recommendations; or
3. Provide direction to staff.
ADVANTAGES:
Adoption of the Resolution will ensure the City complies with State law as it relates to
the declaration and acceptance of election results.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, June 21,2012 and on the
City's website on Friday, June 22, 2012.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO
GRANDE ACCEPTING 'THE CER'I'IFICA'TE OF THE COUNTY CLERK -
RESULTS OF CANVASS OF ALL VOTES CAST AT THE JUNE 5,2012
CONSOLIDATED SPECIAL MUNICIPAL ELECTION
WHEREAS, a Consolidated Special Municipal Election was held in the City of Arroyo
Grande, California, on Tuesday, June 5, 2012 as required by law; and
WHEREAS, included on the ballot for the City of Arroyo Grande Special Murricipal
Election was a bond measure on the proposition of whether bonds shall be issued and
sold to finance a new Police Station and refinance the City's Fire Station bonds; and
WHEREAS, the results of the canvass of all votes cast at the Consolidated Special
Municipal Election held on June 5, 2012, has been certified by the County Clerk-
Recorder and is attached hereto as Exhibit A and incorporated herein by this reference.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arroyo
Grande as follows:
1. That the whole number of ballots cast in the City was 5,518.
2. That the Measure voted upon at the election was as follows:
Measure A-12: Shall the City of Arroyo Grande fund construction of a new
Police Station and refinance the 2003 Fire Station bonds by issuing 30-year
bonds not to exceed $6,700,000 provided that the tax rate is maintained at or
below the existing tax rate for the Fire Station Bonds and a portion of the bond
payments will be paid by revenues from the 2006 Local Sales Tax Measure?
3. That the City Council does declare and determine that as a result of the election:
o Two-thirds of the voters did not approve Measure A-12;
4. That the City Council of the City of Arroyo Grande does hereby accept the
Certificate of the County Clerk- Results of Canvass of All Votes Cast at the June
5, 2012 Consolidated Special Municipal Election attached hereto as Exhibit A
and incorporated herein by this reference.
5. The City Clerk shall certify to the passage and adoption of this Resolution and
enter it into the Book of Original Resolutions.
