This public comment period is an invitation to members of the community to present
issues, thoughts, or suggestions on matters not scheduled on this agenda.
Comments should be limited to those matters that are within the jurisdiction of the
City C ouncil. The Brown Act restricts the Council from taking formal action on
matters not published on the agenda. In response to your comments, the Mayor or
presiding Council Member may:
Direct City staff to assist or coordinate with you.

It may be the desire of the Council to place your issue or matter on a future

The recommendations for each item are noted. Any member of the public who wishes

8.a. Consideration of C ash Disbursement Ratification (KRAETSCH)
Recom mended Action: Ratify the listing of cash disbursements for the period
August 1 , 20 1 2 through August 15 , 20 1 2 .
8.b. Consideration of Statement of Investment Deposits (KRAETSCH)
Recommended Action: Receive and file the report listing the current investment
deposits of the City, as of July 31 , 201 2 , as required by Government Code Section
53646(b).
8.c. Consideration of Approval of Minutes (WETMORE)
Recommended Action: Approve the minutes of th e Regular City Council /Successor
Agency meeting of August 1 4 , 20 12, as submitted.
8.d . Consideration of Acceptance of the Sewer Lift Station No. 3 Station Upgrade
Project, PW 2010 -10 (McCLISH)
Recommended Action: 1) Accept the project improvements as constructed by
H a nly General Engineering, Inc. in accordance with the plans and specifications for
the Sewer Lift Station No . 3 Upgrade Project; 2) Direct staff to file a Notic e of
Completion; and 3) Authorize release of the retention, thirty -five (35) days after the
Notice of Completion has been recorded, if no liens h ave been filed.

8.e . Consideration of Development Code Amendment 12 -003; Citywide; Adoption of
Ordinance Amend ing Portions of Title 16 of the Arroyo Grande Mun icipal Code
Regarding Setbacks B etween Habitable Structures on Adjac ent Lots, Separate
Utility Meters for Second Dwelling Units, Temporary Use Permit Fee Waiver
Authority for Nonprofit/Charitable Events, and Miscellaneous Signs (McCLISH)
Recommended Action: Adopt an Ordinance amending portions of Title 16 of the
Arroyo Grande Municipal Code regarding setbacks between habitable structures on
adjacent lots, separate utility meters for secondary dwelling units, temporary use
permit fee waiver authority for nonprofit/charitable events, and miscellaneous signs .
8.f. Consider ation of Changes to Appointment of Council Members to the Zone 3
Water Advisory Board (ADAMS)
Recommended Action: Approve the appointment of Council Member Ray to the
Zone 3 Water Advisory Board and Council Member Costello as the Alternate.

11.a. Consideration of a Resolution Approving a Memorandum of Agreement
Regarding Sphere of Influence Update and Municipal Service Review
(McCLISH)
Recommended Action: 1) Adopt a Resolution approving a Memorandum of
Agreement between the City of Arroyo Grande and the County of San Luis Obispo
rega rding the Local Agency Formation Commission ’s update of the City ’s Sphere of
Influence (SOI) and Municipal Service Review (MSR); and 2) Provide any additional
comments regarding the Draft SOI and MSR .
