Lift Station No. 3 Upgrade ProjectMEMORANDUM TO: CITY COUNCIL FROM: TERESA McCLISH, COMMUNITY DEVELOPMENT DIRECTOR BY: MIKE LINN, ASSISTANT CITY ENGINEER I1L SUBJECT: CONSIDERATION OF ACCEPTANCE OF 'THE SEWER LIFT STATION NO. 3 UPGRADE PROJECT, PW 2010-10 DATE: AUGUST 28,2012 RECOMMENDATION: It is recommended the City Council: 1. Accept the project improvements as constructed by Hanly General Engineering, Inc. in accordance with the plans and specifications for the Sewer Lift Station No. 3 Upgrade Project; 2. Direct staff to file a Notice of Completion; and 3. Authorize release of the retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The Capital Improvement Budget included $401,034 for the Sewer Lift Station No. 3 Upgrade Project. The project was completed within the project budget and the recommended action will not result in any impact on staff resources. BACKGROUND: On September 13, 201 1, Council awarded a construction contract to perform the subject project to Hanly General Engineering, Inc. for $262,500 and authorized the City Manager to approve change orders in the amount of $26,250. Sewer Lift Station No. 3 is located on the south side of Huasna Road between Callie Court and Vard Loomis Way and accepts sewage from the Vard Loomis housing tract and approximately half of the homes north of Huasna Road between Stagecoach Road and the City Limits. The original lift station was constructed in 1973 and had greatly exceeded its originally projected design life. The existing dry well dimensions were approximately 6 feet in diameter by 8 feet in depth and housed two pumps, motors and all the electrical equipment. The renovation project modernized the facility by converting the existing wet well to a submersible pump system and relocating the Item 8.d. - Page 1 CITYCOUNCIL CONSIDERATION OF ACCEPTANCE OF THE SEWER LIFT STATION NO. 3 UPGRADE PROJECT, PW 2010-10 AUGUST 28,2012 PAGE 2 electrical service and equipment to an above ground configuration. The construction included a new entry vault and hatch, the incorporation of a stand-by generator connection and the installation of a new perimeter fence. All SCADA (Supervisory Control and Data Acquisition) improvements to enable remote operation of the facility was designed and constructed through a separate contract. ANALYSIS OF ISSUES: The contractor has completed the work in accordance with the approved plans and specifications. There are no outstanding issues. ALTERNATIVES: The following alternatives are provided for the Council's consideration: - Approve staffs recommendations; - Do not accept the project; - Accept the project, but do not authorize release of retention; or - Provide direction to staff. ADVANTAGES: The project is complete. Accepting the improvements will allow staff to close out the project and return any remaining funds to the fund balance. DISADVANTAGES: The disadvantage of accepting the improvements would be if subsequent deficiencies in the work are identified. However, the contract documents include a one-year warranty period for the contractor to address any construction defects that may arise. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to Section 15301 (b). PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, August 23, 2012. The Agenda and report were posted on the City's website on Friday, August 24, 2012.
