Accept Greenwood Tract ImprovementsMEMORANDUM TO: CIN COUNCIL FROM: m- TERESA McCLISH, COMMUNIN DEVELOPMENT DIRECTOR BY: MIKE LINN, ASSISTANT CIN ENGINEER SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE GREENWOOD TRACT IMPROVEMENTS PROJECT, PW 2012-04 DATE: SEPTEMBER 25,2012 RECOMMENDATION: It is recommended the City Council: 1. Accept the project improvements, as constructed by Cal Portland Construction in accordance with the plans and specifications for the Greenwood Tract lmprovements Project; 2. Direct staff to file a Notice of Completion; and 3. Authorize release of the retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The Capital Improvement Budget includes $450,000 for this project. The actual construction contract cost, including contingencies, is $395,711. The total project cost (design, contract administration and construction) is approximately $402,000. BACKGROUND: On May 8, 2012, Council awarded a construction contract to perform the Greenwood Tract lmprovements Project to Cal Portland Construction for $435,621 and authorized the City Manager to approve change orders in the amount of $43,562. The project scope of work involved the construction of an asphalt concrete overlay on Coach Road, Tanner Lane, Greenwood Drive and Flora Road; the addition of ADA ramps; replacement of damaged concrete cross gutters; and the replacement of concrete curbs, gutters, sidewalks and selected driveways that had been damaged over the years by City street trees. ANALYSIS OF ISSUES: The contractor has completed the work in accordance with the approved plans and specifications. There are no outstanding issues. Item 8.f. - Page 1 CITY COUNCIL CONSIDERATION OF ACCEPTANCE OF THE GREENWOOD TRACT IMPROVEMENTS PROJECT, PW 2012-04 SEPTEMBER 25,2012 PAGE 2 ALTERNATIVES: The following alternatives are provided for the Council's consideration: - Approve staffs recommendations accepting the project improvements; - Do not accept the project improvements; - Accept the project improvements, but do not authorize release of retention; or - Provide direction to staff. ADVANTAGES: The project is complete. Accepting the improvements will allow staff to close out the project and return any remaining funds to the fund balance. DISADVANTAGES: The disadvantage of accepting the improvements would be if subsequent deficiencies in the work are identified. However, the contract documents include a one-year warranty period for the contractor to address any construction defects that may arise. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to Section 15301 (c). PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, September 20, 2012. The Agenda and report were posted on the City's website on Friday, September 21, 2012.
