CORPORATION FOR CONSTRUCTION OF THE EAST GRAND
CONCRETE REPAIR PROJECT, PW 2012-08

RECOMMENDATION:
It is recommended the City Council:
1. Award a contract for construction of the East Grand Concrete Repair Project to
R. Burke Corporation in the amount of $39,194;
2. Authorize the City Manager to approve change orders for 10% of the contract
amount, $3,194, for unanticipated costs during the construction phase of the
project (total construction costs = $39,194 + $3,194 = $43,113); and
3. Appropriate $1 6,000 from Local Sales Tax funds; and
4. Direct the City Clerk to file a Notice of Exemption.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is currently $20,000 remaining in the Capital Improvement Program budget for FY
2012-13 for sidewalk repairs and $7,000 available in the Street Section account for
concrete repairs. It is recommended an additional $16,000 be appropriated from the
Local Sales Tax Fund.
BACKGROUND:
The City has established a goal of eliminating all trip and fall hazards. The project
scope of work involves the replacement of sidewalk, curb and gutter, and driveway
approach segments along East Grand Avenue, between Elm Street and Halcyon Road,
that have experienced damage from adjacent trees. Each site is unique, but the
general scope of work involves selective demolition of concrete and asphalt, inspection
of the tree roots by the City Arborist, root pruning, and the replacement of concrete
sidewalk, driveway approaches, and curb and gutter to return the area to its original

condition. The work requires coordination to ensure that disruptions to the streets are
minimized. The final asphalt "pave backs" will be performed by City crews.
The City administered a similar project in the Spring of 2012 to address damaged
concrete sidewalk and driveway approach segments for twenty-eight separate locations
throughout the City.
ANALYSIS OF ISSUES:
Sidewalk improvements are one of the priorities identified in the City's Critical Needs
Action Plan. In particular, City staff has received a number of complaints from the
public regarding sidewalks in this area.
On September 11, 2012, three bids were opened for the East Grand Concrete Repair
Project. The lowest bid, from the R. Burke Corporation, was in the amount of $39,194.
Staff has determined the bid to be responsive and recommends the award of a
construction contract to the R. Burke Corporation.
The contract time is 30 calendar days. Work is expected to begin in late October
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1. Approve staffs recommendations to award a construction contract to the lowest
responsive bidder;
2. Do not award a construction contract for the project at this time; or
3. Provide direction to staff.
ADVANTAGES:
The project will reduce the number of trip and fall hazards along East Grand Avenue,
address complaints from the public and improve access for individuals with disabilities.
DISADVANTAGES:
The cost of bids received exceeds funds remaining for this project.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from CEQA pursuant to Guidelines Section
15301 (c).
PUBLIC NOTIFICATION AND COMMENTS:
The agenda was posted on Thursday, September 20, 2012. The agenda and staff
report was posted on the City's website on Friday, September 21, 2012. No public
comments were received as of the time of preparation of this report.
