Accept 2012 Citywide Digout ProjectMEMORANDUM TO: ClN COUNCIL FROM: TERESA McCLISH, COMMLlNlN DEVELOPMENT DIRECTOR BY: MIKE LINN, ASSISTANT ClN ENGINEER tc" SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE 2012 CITYWIDE DIGOUT PROJECT, PW 2012-03 DATE: OCTOBER 9,2012 RECOMMENDATION: It is recommended the City Council: 1. Accept the project improvements as constructed by Ferravanti Grading & Paving, Inc. in accordance with the plans and specifications for the 2012 Citywide Digout Project; 2. Direct staff to file a Notice of Completion; and 3. Authorize release of the retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The actual total construction project cost for the subject project, including authorized construction changes, is $225,165. The total cost of the project; including all design, construction, contract administration and testing costs; is approximately $233,500. The recommendation will not result in additional impacts on staff resources. BACKGROUND: On May 8, 2012, Council awarded a construction contract to perform the 2012 Citywide Digout Project to Ferravanti Grading & Paving for $244,300 and authorized the City Manager to approve change orders in the amount of $24,430. The project scope of work involved selected pavement repairs (digouts) to streets scheduled for resurfacing as part of the 2012 Street Resurfacing Project. ANALYSIS OF ISSUES: The contractor has completed the work in accordance with the approved plans and specifications. There are no outstanding issues. Item 8.e. - Page 1 CITYCOUNCIL CONSIDERA'I'ION OF ACCEPTANCE OF THE 2012 CITYWIDE DIGOUT PROJECT, PW 201 2-03 OCTOBER 9,2012 PAGE 2 Staff continually monitors the actual constructed quantities and contingencies expended during a project to ensure that the finances stay within the awarded construction amount. Since savings were realized on the project, staff directed the contractor to perform additional pavement repairs on a portion of the failing sections of James Way. The City's field crews will perform the remaining repairs along James Way during the next year as time is available. ALTERNATIVES: The following alternatives are provided for the Council's consideration: - Approve staffs recommendations; - Do not accept the project; - Accept the project, but do not authorize release of retention; or - Provide direction to staff. ADVANTAGES: The project is complete. Accepting the improvements will allow staff to close out the project and return any remaining funds to the fund balance. DISADVANTAGES: The disadvantage of accepting the improvements would be if subsequent deficiencies in the work are identified. However, the contract documents include a one-year warranty period for the contractor to address any construction defects that may arise. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to Section 15301 (c). PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, October 4, 2012. The Agenda and report were posted on the City's website on Friday, October 5, 2012.
