ANNIBALI, CHIEF OF POLlC SUBJECT: CONSIDERATION TO DECLARE A VEHICLE AS SURPLUS PROPERTY / APPROVAL OF DONATION TO THE FIVE CITIES FIRE AUTHORITY DATE: OCTOBER 23, 201 2 RECOMMENDATION: It is recommended that the City Council adopt a resolution declaring a 2001 Ford Taurus as surplus and authorizing it's donation to the Five Cities Fire Authority. FINANCIAL IMPACT: There are no costs to the City associated with this proposal. The vehicle in question was transferred in 2008 to the then Arroyo Grande Fire Department from the Police Department. The current average trade in value of the vehicle based on the National Automobile Dealers Association (NADA) is $1,950. BACKGROUND: Council approved the introduction of municipal fleet leasing for the Police Department in June, 2008. The new fleet was obtained and put into service and the aged former fleet was declared surplus and sold. At that time, a 2001 Ford Taurus sedan that was no longer needed in the Police Department was transferred, instead of being declared surplus, to the Fire Department for use as a pool vehicle. Since that time, the Five Cities Fire Authority was formed and in order to register the vehicle in the Authority's name, the declaration of surplus and approval of donation is necessary. ANALYSIS OF ISSUES: The 2001 Ford Taurus is no longer needed in City service and therefore is available for surplus and donation to the Five Cities Fire Authority. A recent check with Fire Chief Aranaz and Battalion Chief Heath indicated that the vehicle has been actively used by the Fire Authority for training and other activities since 2008. Both Fire Chief Aranaz and Battalion Chief Heath would welcome the donation. All other fire equipment was formally transferred to the Fire Authority when it was formed. The only reason this vehicle was not included in that transfer is that it was still officially titled as a Police Department vehicle. ALTERNATIVES: The following alternatives are provided for the Council's consideration: - Recommended Alternative: It is recommended that the City Council adopt a resolution declaring the used vehicle listed in Exhibit A as surplus and authorize its donation to the Five Cities Fire Authority. - Do not approve staff's recommendation. - Modify as appropriate and approve staff's recommendation; or - Provide direction to staff. ADVANTAGES: The advantage of approving the recommended action is that it will officially surplus the vehicle and allow the vehicle to be registered by the Five Cities Fire Authority. DISADVANTAGES: No disadvantages have been identified. ENVIRONMENTAL REVIEW: This project is exempt from CEQA pursuant to CEQA Guidelines Section 15061 (b)(3). PUBLIC NOTIFICATION AND COMMENTS: The public impacted by the proposal is the Arroyo Grande Police Department's service population. The public has been made aware of the proposal before Council by a posting of the Agenda in the front of City Hall on Thursday, October 18, 2012 and public notice posted on the City's website on Friday, October 19, 2012. A RESOLU'I'ION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE DECLARING THE 2001 FORD TAURUS VEHICLE AS SURPLUS AND AUTHORIZING ITS DONATION TO THE FIVE CITIES FIRE AUTHORITY WHEREAS, the City of Arroyo Grande owns a 2001 Ford Taurus vehicle that is no longer needed; and WHEREAS, in past years, the City of Arroyo Grande has authorized the sale or donation of surplus vehicles to agencies that have a need for such vehicles. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande does hereby declare as surplus the vehicle described in Exhibit A, attached hereto and incorporated herein by this reference, and authorizes its transfer, without consideration, to the Five Cities Fire Authority.
