MINUTES
PLANIVING COMMISSION
JULY 20, 2010
6:00 P.M.
��, CALL TO ORDER - The Arroyo Grande Planning Commission met in regular session with
Vice Chair Brown presiding; also present were Commissioners Barneich, Keen, Martin and
Ruth. Staff members in attendance were Community Development Director Teresa
McClish, Associate Planner Kelly Heffernon and Assistant City Engineer Mike Linn.
ANNOUNCEMENTS: Vice Chair welcomed new Planning Commissioner Jennifer Martin.
AGENDA REVIEW: None
APPROVAL OF MINUTES:
Commissioner Keen made a motion, seconded by Commissioner Brown and unanimously
carried to approve the minutes of June 1, 2010 as presented and June 15, 2010, with the
following modification:
• Page 1, under CALL TO ORDER, second line should read, "....also present were
Commissioners Ruth and Keen."

C. NOMINATION OF CHAIR AND VICE CHAIR:
Commissioner Barneich nominated Tim Brown as Chair, seconded by Commissioner Ruth.
Hearing no furtfier nominations, the motion unanimously carried. Commissioner Ruth
nominated John Keen as Vice Chair, secanded by Commissioner Martin. Hearing no
further nominations, the motion unanimously carried.
II. PUBLIC HEARING ITEM:
A. VESTING TENTATIVE PARCEL MAP 09-001 AND PLANNED UNIT DEVE��PMENT
09-001; 379 ALDER STREET; APPLICANT - KORNREICH ARCHITECTS
Associate Planner Kelly Heffernon asked the Commission to continue t�e item to a date
certain of August 3, 2010, at which time the affordable housing issue can be addressed.
She then presented the staff report to consider a vesting tentative parcel map and planned
unit development to subdivide a 0.40-acre parcel into four (4) lots, remove existing
structures and construct four (4) single-family residential units in a planned unit
development configuration.
In answer to Commissioners questions, Associate Planner Heffernon indicated that Planned
Unit Development Finding number 7 will reflect that apartments are located within the
surrounding neighborhoad; affordable housing issues will be discussed at the August 3,
2Q10 meeting; the r�ar yard setback is five feet; all units can use the two guest parking
spaces; there will be a maintenance agreement and not a homeowners association; and
Fire Department is satisfied with the turn around. Community Development Director
McClish reported that fire sprinklers will be conditioned for the proj��t.
Chair Brown opened the meeting for public comments. Garth Kornreich of Kornreich
Architects, applicant, gave a brief history of the project; indicated that reducing the number
of units is not feasible; asked that this project be approved by the Commission and
' supportetl continuiny the itEm if the Commission could not approve now.
Commissioners provided the following comments: Bring houses forward or make smaller to
increase the rear yard setback; concerns raised about in-lieu fees; cannot support four units

without meeting affordable housing; general need for affordable units; backing out of the
garage would be tight and no place to park in front of the garage; windows in the second �
story need to be addressed; suggestion to have three units along with a granny unit on
three lots instead of four; support of smaller units and support of the landscape plan.
It was moved by Chair Brown, seconded by Commissioner Barneich and unanimously
carried to continue this item to August 3, 2010.

McClish stated that TUP provides a review process on t�es� type� of events. In answer to
Commissioner Barneich regarding PPR 10-009, Community L7evelopment Director McClish
stated Mixed Use Zoning District allows converting office space to residential.
V. DISCUSSION ITEMS:
-- A. �econd utility connections for second residential dwellings - Community
Development Director McClish stated, at the request of Dustin Pires, this matter is being
continued to August 3, 2010.

New Commissioner Jennifer Martin was again welcomed to the Planning Commission.
