Appt of Council Members to Regional Boards and CommitteesMEMORANDUM TO: CITY COUNCIL FROM: STEVEN ADAMS, CITY MANAGER ;;::4- SUBJECT: CONSIDERATION OF APPOINTMENT OF COUNCIL MEMBERS TO REGIONAL AND LOCAL BOARDS, COMMISSIONS, COMMITTEES AND SUBCOMMITTEES DATE: DECEMBER 11, 2012 RECOMMENDATION: It is recommended the City Council make new appointments to those regional and local boards, commissions, and committees with Council representation, and authorize the City Clerk to update FPPC Form 806 (Agency Report of Public Official Appointments) for posting on the City website. IMPACT TO FINANCIAL AND PERSONNEL RESOURCES: There is no fiscal impact from this action. BACKGROUND: Historically, after each election cycle, the Council makes appointments to the regional and local boards, commissions, and committees that have Council representation. Options include filling vacancies, making reappointments, and/or selecting new assignments. Once the appointments are approved by the Council, the names of the Council representatives are submitted to the respective agencies. ANALYSIS OF ISSUES: After each election cycle, the Council makes its appointments to the various regional and local boards, commissions, and committees that require Council representation. Since the City's November Municipal Election was cancelled, there has been no change on the Council. Therefore, there are currently no vacancies on any of the regional boards. The current appointments list is attached for the Council's review which shows existing appointees to all the regional boards. The Council may consider continuing its current appointments or make changes at this time. Each of the groups listed either requires a member of the Council as the primary representative and alternate, or has traditionally been the practice. The appointments list also identifies the specific board/commission/committee, the frequency of meetings, Item 11.c. - Page 1 CITY COUNCIL CONSIDERATION OF APPOINTMENT OF COUNCIL MEMBERS TO REGIONAL AND LOCAL BOARDS, COMMISSIONS, COMMITTEES AND SUBCOMMITTEES DECEMBER 11, 2012 PAGE 2 the day, time, and location of the respective meetings, the staff contact (if applicable), and any requirements regarding the appointment. Additionally, staff has identified local committees and subcommittees that currently include members of the Council in case the Council determines any changes are desired. The Council may not want to make changes to subcommittees since they tend to be project specific and would impact progress. However, staff felt it would be helpful to identify them on the list in order for Council to view all existing assignments. Once all primary and alternate appointments are made, it is recommended that the City Clerk be authorized to update the City's Form 806 which is used to report additional compensation that public officials receive when appointing themselves to positions on Committees, Boards or Commissions of a public agency. ALTERNATIVES: The following alternatives are provided for the Council's consideration: Make new appointments and/or reassignments and authorize the City Clerk to update FPPC Form 806 for posting on the City website; Retain the existing appointments; or · Provide direction to staff. ADVANTAGES: These appointments will continue to provide full City representation on the various regional boards, commissions, committees and subcommittees that are currently listed on the appointments list. The proposed appointments are consistent with past practice. DISADVANTAGES: No disadvantages are identified as long as the appointments reflect the desired representation by the City Council on these boards, commissions, committees and subcommittees. ENVIRONMENTAL REVIEW: No environmental review is required for this item. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, December 6, 2012. The Agenda and report were posted on the City's website on Friday, December 7, 2012. No public comments were received. Attachment: 1 .
