Mayor Tony Ferrara called the special meeting to order at 5:30 p.m. Council Member Caren
Ray, Council Member Jim Guthrie, Council Member Tim Brown, Mayor Pro Tern Joe Costello,
City Manager Steven Adams and City Attorney Timothy Carmel were present.
