A RESOLUTION OF TIlE CITY COUNCIL OF TilE CITY OF ARROYO
GRANDE MAKING FINDINGS REGARDING TilE SOURCE REDUCTION
AND RECYCLING ELEMENT AND TilE IIOUSEIIOLI> IIAZARDOUS
WASTE ELEMENT FINAL ENVIRONMENTAL IMI)ACT RElJORT
WHEREAS, the San Luis Obispo Council of Governments ("COG") has prepared and
submitted to the Arroyo Grande City Council ("City Council") a proposed Source Reduction and
Recyc1ing Element ("SRRE") and Household Hazardous Waste Element ("HHWE") of the
County-wide Integrated Waste Management Plan, which addresses recycling, composting, source
reduction, special wastes, landfill capacity, safe disposal and recycling of household hazardous ': I
waste materials, and public education and information; and ~-
WHEREAS, a Program Environmental Impact Report ("ElR") on the SRRE and HHWE
was prepared by the COG pursuant to the California Environmental Quality Act (Public
Resources Code Sec. 21000 et. seq., hereinafter "CEQA"); the Guidelines for implementation
of the California Environmental Quality Act (14 Cat. Code Regs. Sec. 15000 et.seq., hereinafter
the "State CEQA Guidelines"); and local procedures adopted by the City Council pursuant
thereto; and
WHEREAS, a Notice of Completion of the Draft Program EIR was filed with the Ofricc
of Planning and Research on December 22, 1993, and a public notice of the availability of the
Draft Program EIR was published in the San Luis Obispo Telegram Tribune on December 22,
1993; and
WHEREAS, copies of the Draft Program ElR were distributed to the State Clearinghollse
and to those public agencies which have jurisdiction by law with respect to the SRRE and
HHWE, and to other interested persons and agencies, and the comments of such persons and
agencies were sought; and
WHEREAS, the Draft Program ElR was thereafter revised to adopt changes suggested,
to incorporate comments received and the COG's response to said comments, and as so revised,
a Final Program EIR was prepared and submitted to the City Council; and
WHEREAS, the City of Arroyo Grande is a responsible agency pursuant to CEQA in
relation to the above described projects; and
WHEREAS, public hearings were held by the City Council on February 8, 1994,
February 22, 1994, March 15, 1994, and August 23, 1994, regarding the SRRE ari'd HHWE and
the Final Program EIR relating thereto, following notice duly and regularly given as required
by law, and an interested persons expressing a desire to comment thereon or object thereto
having been heard, and said Final EIR and all comments and responses thereto having been
considered; and
WHEREAS, the Final EIR consists of the Draft Program ElR, as revised, incorporatir1g
aIJ comments received and the responses of the COG and the City Council thereto as of the date
hereof.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo
Grande does hereby direct the City Clerk to file a Notice of Determination with the County
Clerk of San Luis Obispo County and the Office of Planning and Research pursuant to the
provisions of Section 15096(i) of the State CEQA Guidelines; and does hereby make the
following findings regarding the above-described Final Environmental Impact Report, as certified
by the San Luis Obispo Council of Governments on April 6, 1994, a copy of which is attached
hereto as Exhibit "A":
1. The City Council has considered the Final Program EIR for the SRRE and HHWE as
prepared by the COG and has evaluated all comments written and oral, received from
persons who have reviewed the Draft Program EIR and/or Final Program ErR.
2. The City Council hereby finds that implementation of the proposed mitigation measures
identified in the Final Program ErR, where and when individual projects or programs are "
initiated, will avoid or mitigate potential negative environmental impacts. (
3. Prior to final approval of projects and facilities within the City of Arroyo Grande, site
specific environmental impacts will need to be addressed in accordance with CEQA.
