A RESOLurION OF THE CITY COUOCIL OF THE CITY OF
ARROYO GRANDE DEX:LARIOO ITS INl'ENl' ro PROCEED
WITH COR>OLIDATION OF POLICE SERVICES WITH
THE CITY OF GROVER BEACH
WHEREAS, in February, 1993, the City Councils of the Cities of Arroyo Grande
and Grover Beach corrmissioned a study of the merging of their two police departments;
and such study was considered a logical response to a declining financial condition
! in both cities"which resulted from substantial cuts in revenues by the State of
I California; and

WHEREAS, the study has been completed; and it indica~ed that consolidation is
feasible, with possible substantial savings for each city ",nile adding four uniformed
officers to the field; and
WHERF.M., the study confirmed that the consolidated agency would provide for the
following : (1) maxinum use of resources to naintain and, \41en possible, emance law
enforcement and related services to both comnunities, (2) twenty-four hours per day,
seven days per week dedicated field supervision, and (3) naxinum cost effectiveness
of law enforcement operations by the elimdnation of duplicate administrative and
support services; and
WHEREAS, the City Council of the City of Arroyo Grande desires to proceed with
the next step towards consolidation, which would include forming a limited joint
powers agreement for the purpose of conducting labor negotiations.
NJW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo
Grande does hereby declare its intent to proceed with the consolidation of police
services with the City of Grover Beach and does hereby direct staff to proceed with
the legal research to develop a Joint Powers Agreement, with limited powers, for the
purpose of reaching an agreement with the bargaining unit; and to proceed with labor
negotiations once the limited joint powers agency is formed.
