R 4556 RESOLUTION NO. 4556 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE DECLARING INTEREST IN OBTAINING 2014 REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM (RTIP) FUNDING FROM THE SAN LUIS OBISPO COUNCIL OF GOVERNMENTS FOR ELIGIBLE CAPITAL IMPROVEMENT PROJECTS WHEREAS, on August 7, 2013, the SLOCOG Board of Directors approved a call for projects for the Regional Surface Transportation Program (RSTP) and the Congestion Mitigation and Air Quality Program (CMAQ) with applications due on or before 4:00 p.m. on October 18, 2013; and WHEREAS, the Regional Surface Transportation Program (RSTP) funding is established to improve the condition and performance on any Federal-aid highway, bridge, public road, pedestrian and bicycle infrastructure, and transit capital projects; and WHEREAS, the Congestion Mitigation and Air Quality Program (CMAQ) funding is established to fund projects likely to reduce air pollution, including congestion reduction, traffic flow, and pedestrian and bicycle infrastructure capital projects; and WHEREAS, the City has filed applications to fund streetscaping improvements along the East Grand Avenue/East Branch Street corridor, and for operational improvements on Fair Oaks Avenue between Traffic Way and Valley Road; and WHEREAS, the City agrees to comply with all requirements as set forth in the specific program/application and implementation procedures; and WHEREAS, the City commits to complete, operate and maintain each of the capital/ projects if funding is approved; and WHEREAS, the City supports expending local matching funds where established for that purpose for capital projects, and to ensure that funds required from other sources are reasonably expected to be available at the time frame needed to complete the projects. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande does hereby request that Regional Surface Transportation Program (RSTP) and Congestion Mitigation and Air Quality Program (CMAQ ) funds be programmed for use by the City of Arroyo Grande for streetscaping improvements along the East Grand Avenue/East Branch Street corridor and for operational improvements on Fair Oaks Avenue.
