Minutes 1989-05-17 SP --~ .'-:-;:-. MINUTES SPECIAL MEETING OF THE CITY COUNCIL WEDNESDAY, MAY 17, 1989 COUNCIL CHAMBERS, 215 E. BRANCH STREET ARROYO GRANDE, CALIFORNIA The City Council met in a special session at 8:00 P.M. with Mayor Mark M. Millis presiding. Also present were Council Members A. K. "Pete" Dougall, Gene Moots, Doris Olsen and B'Ann Smith. Mayor Millis said that the meeting had been called to adopt the Freeway Agreement between the City and the State of California Department of Transportation concerning Route 101 Between the South City Limit near El Campo Road and the North city Limit at Oak Park Boulevard. City Manager Chris Christiansen referred to a resolution adopting the agreement, and to the May 17, 1989 Staff Report of Public Works Director Paul Karp. He said the Council would be adopting the agreement with the proviso that a similar agreement, including the construction of southbound, relocated ramps in the vicinity of El Camino Real and 12th Street, be drawn up by the appropriate agency with Caltrans. Mr. Christiansen said that the City would be showing its good faith with Grover city by expressing that it wants the entire program, including the 12th Street hook ramps. Mayor Millis said that the special meeting was called one week before the regular Council meeting because time is of the essence and the traffic problems might be solved just that one week earlier. The Mayor and Council Members expressed concern about the closing of Oak Park Boulevard and Highway lOl southbound on ramps, and said it would be their preference to keep those ramps open. Council Member Smith said that if the southbound ramps at Oak Park Boulevard are closed, the City will need to address sign age and other improvements of El Camino Real and Halcyon Road Mayor Millis said he hoped that as the planning for the Freeway improvements moved forward, the city could request that Caltrans reconsider the closing of the southbound ramps. Mr. Christiansen read the title of the resolution, and it was moved by Smith/Olsen to adopt Resolution No. 2312 Authorizing the Mayor and the City Engineer to Sign a Freeway Agreement with the California Department of Transportation, subject to the condition that a similar agreement be executed by the appropriate agency to construct Southbound on and off ramps in the vicinity of 12th Street at El Camino Real. Parking and Traffic Commission Chairman Richard Franks asked the Council if the agreement constituted a reasonable 20 year fix (widening of the Oak Park Boulevard/Highway 101 bridge and hook ramps at Camino Mercado). Mr. Christiansen said that the Council has it under consideration, and that it is all highly dependent on growth. He said that presently Co~ncil Members Moots and Olsen are working as a subcommittee to look into feasible solutions, including financing of traffic improvements. He said that from all the Council's traffic studies. the Freeway Agreement is a reasonable solution. A vote on Council Member smith's motion was taken, and voting aye were Council Members Smith, Olsen, Moots, Dougall and Mayor Milli.s. The motion passed. The Council adjourned at 8:10.. P.M. to a Closed Session on personnel. ,..- -- .-~ City council Meeting May 17, 1989 The Council reconvened at 8:28 P.M., and Mr. Christiansen said it was his pleasure to recommend the hiring as new Arroyo Grande police Chief Lester "Rick" F. TerBorch, Jr. , who has been a lieutenant with the Simi Valley police Department since 1982. It was moved by smith/Moots to accept the City Manager's recommendation and hire Lt. TerBorch as the new Police Chief. Upon a roll call vote, Council Members smith, Moots, Olsen, Dougall and Mayor Millis voted aye. The motion passed. Mr. Christiansen said the new police Chief would begin working for the City on June 19, 1989. It was moved by Moots/Dougall and the motion passed to adjourn the meeting at 8:30 P.M.
