Minutes 1989-02-22 ~ ~ ~ MINUTES REGULAR ADJOURNED MEETING OF THE CITY COUNCIL WEDNESDAY, FEBRUARY 22, 1989 COUNCIL CHAMBERS, 215 E. BRANCH STREET ARROYO GRANDE, CALIFORNIA The City Council met for a regular adjourned session at 7:30 P.M., with Mayor Mark M. Millis presiding. Council Members present were A. K. "Pete" Dougall, Gene Moots, Doris Olsen and B'Ann smith. Mayor Millis said the Council would be discussing a proposed ordinance creating a Backbone Traffic Circulation Improvement Fund. City Manager Chris Christiansen referred to his memorandum of February 17, 1989, and recommended that the City Council not proceed with the urgency ordinance, nor the adoption of the second reading of the proposed ordinance, due to the California Supreme Court's decision of February 16, 1989. He said the reasons for his recommendation were outlined in his memo, and that the City could experience some legal difficulties if it were to proceed with the ordinance. He said if his recommendation was accepted \ by the Council, that the City would return fees collected under the Urgency Ordinance No. 402 C.S. and Resolution No. 2285. Council Members agreed with Mr. Christiansen's recommendation. Council Member Dougall asked about the status of the proposed Traffic Fund Advisory Commission and said it could be started all over again.
