Resolution Declaring Surplus PropertyMEMORANDUM TO: CITY COUNCIL FROM: GEOFF ENGLISH, DIRECTOR OF PUBLIC WOR~c SUBJECT: CONSIDERATION TO DECLARE SURPLUS PROPERTY DATE: JANUARY 14, 2014 RECOMMENDTION: Adopt the attached Resolution declaring a 1989 Public Works service truck as surplus and authorizing its sale or disposal. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: Upon sale of the surplus vehicle, the City will realize minor revenue of less than $1,000. A minor impact to personnel resources will be necessary to arrange for the sale of the surplus property. BACKGROUND: On April 13, 2013, the Council adopted a resolution authorizing the surplus and sale of a list of used vehicles, equipment, and miscellaneous items from various departments. Staff conducted a surplus auction sale on May 10, 2013 to dispose of the various surplus items. The list of vehicles, equipment, and miscellaneous items approved for disposition at this sale did not include a Public Works service vehicle intended for disposition. As a result, P-20, a 1989 GMC 1-Ton service truck which was intended for disposition was pulled from the sale and is still being stored at the Public Works Yard. ANALYSIS OF ISSUES: Public Works service truck P-20 is no longer running and has been replaced through the budget request process in FY 2013/14. This vehicle is taking up space at the yard and no longer has value as a service truck. Staff is requesting that the City Council designate this vehicle as surplus property and authorize its sale through a vehicle auction service or through a local vehicle dismantler if greater than the auction value. __ ___J Item 8.l. - Page 1 CITY COUNCIL CONSIDERATION TO DECLARE SURPLUS PROPERTY JANUARY 14, 2014 PAGE2 ALTERNATIVES: The following alternatives are provided for the Council's consideration: Adopt the Resolution declaring a 1989 Public Works service truck as surplus and authorizing it for sale or disposal; Do not adopt the resolution; or Provide direction to staff. ADVANTAGES: The City could realize minor revenue of less than $1,000 and clear up additional storage space. DISADVANTAGES: No disadvantages are identified. ENVIRONMENTAL REVIEW: No environmental review is required for this item. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, January 9, 2014. The Agenda and staff report were posted on the City's website on Friday, January 10, 2014. No public comments were received. Item 8.l. - Page 2 RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE DECLARING A 1989 PUBLIC WORKS SERVICE TRUCK AS SURPLUS AND AUTHORIZING ITS SALE OR DISPOSAL WHEREAS, the City owns a 1989 GMC 1-ton service truck that is no longer needed; and WHEREAS, the vehicle can be classified as surplus property and made available for sale to private parties or disposed of. NOW THEREFORE BE IT RESOLVED that the City Council of the City of Arroyo Grande does declare as surplus the vehicle described in Exhibit A attached hereto and incorporated herein by this reference, and authorizes staff to sell/dispose of said vehicle.
