Award Contract_Removal of AsbestosMEMORANDUM TO: CITY COUNCIL FROM: TERESA MCCLISH, COMMUNITY DEVELOPMENT DIRECTOR BY: MIKE LINN, ASSISTANT CITY ENGINEER SUBJECT: CONSIDERATION OF AN AWARD OF CONTRACT TO MEC, INC. FOR ASBESTOS AND HAZARDOUS MATERIALS REMOVAL OF THE EXISTING POLICE STATION AND FORMER VCA HOSPITAL BUILDINGS, PROJECT PW 2014-09 DATE: MARCH 11, 2014 RECOMMENDATION: It is recommended the City Council: 1 . Award a contract for Asbestos and Hazardous Materials Removal of the Existing Police Station and the Former VCA Hospital buildings to MCE, Inc. in the amount of $34,295; and 2. Authorize the City Manager to approve change orders for 10% of the contract amount, $3,430 for unanticipated costs during the construction phase of the project (total construction costs= $34,295 + $3,430 = $37,725). IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The project budget currently includes $1,855, 147 for the Police Station remodel proJect. BACKGROUND: The Police Station Remodel Project is advertised to bid on March 11, 2014. West Coast Safety Consultants, under contract to the City, performed an asbestos survey of both the existing Police Station and the adjacent former VCA Building and delivered reports to the City on February 21, 2014. ANALYSIS OF ISSUES: The City issued a request for proposal to qualified hazardous remediation specialists on February 25, 2014 to perform the subject abatement work, based on the criteria defined in the West Coast Safety Consultant's reports. On February 28, 2014, two proposals were received. Staff has analyzed the proposals and recommends MEC, Inc. to perform the requisite abatement work in the amount of $34,295. Item 8.i. - Page 1 CITY COUNCIL CONSIDERATION OF AN AWARD OF CONTRACT TO MEC INC. FOR ASBESTOS REMOVAL OF THE POLICE STATION AND FORMER VCA BUILDINGS, PROJECT PW 2014-09 MARCH 11, 2014 PAGE2 The contract time is 30 calendar days and all work must be complete before the mobilization of the Police Station Remodel contractor. Work is expected to begin in mid-March and complete by mid-April. ALTERNATIVES: The following alternatives are provided for the Council's consideration: 1. Approve staff's recommendations to award a hazardous abatement contract to MEC, Inc.; 2. Do not award a construction contract for the project; or 3. Provide direction to staff. ADVANTAGES: The legal removal and disposal of hazardous materials is required by the California Building Code in order to construct the improvements and demolish the former VCA Animal Hospital. Removal will also enable the Police Department SWAT team and the Fire Department an opportunity to use the former VCA Animal Hospital to conduct training scenario exercises. DISADVANTAGES: No disadvantages have been identified. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to Section 15301(b). PUBLIC NOTIFICATION AND COMMENTS: The agenda was posted at City Hall on Thursday, March 6, 2014. The agenda and staff report was posted on the City's website on Friday, March 7, 2014. No public comments were received as of the time of preparation of this report. Attachment: 1.
