RESOLUTION NO. 3016 A RESOLUTION OF TilE CITY COUNCIL OF TilE CITY OF ARROYO GRANDE DECLARING ITS INTEREST IN OBTAINING STATE IIIGIIWAY ACCOUNT (SIIA) FUNDS ALWCATED TO TilE CITY AND TilE REGION FOR VARIOUS IIIGHW A Y t STREET AND ROAD PURI'OSES WHEREAS, the City Council of the City of Arroyo Grande desires to seek certain local and regional State Highway Account (SHA) funds made available to the San Luis Obispo Council of Governments (SLOCOG) through the Surface Transportation Program (STP) of the Intermodal Surface Transportation Bfficiency Act of 1991 (ISTEA); and, i -_..---- WHEREAS, the City Council of the City of Arroyo Grande has determined that its i previous decision to pursue construction of a Route 227 bypass is not in the best interest of the city due to its proposed proximity to a middle school and existing residential areas; and I I , " i '" , WIIEREAS, the City Council of the City of Arroyo Grande acknowledges that another j location for traffic relief is needed for local and regional circulation, and that a comprehensive j plan should be developed, evaluating locations; and , :1 \ '/' \ I WlIEREAS, the City Council of the City of Arroyo Grande would like to reprogram the j $383,358 in local SHA funds and $500,000 in regional SHA funds previously allocated to the i 1 City for the construction of a useable segment of a Route 227 bypass, for other directly related I State Highway and street improvement purposes of local and regional significance; and i ; WHEREAS, in lieu of constructing a Route 227 bypass it has been determined that it is necessa~y to Implement a range of alternative Transportation System Management (TSM) measures to ptovide an appropriate level of service in the East Branch Street/Route 227 corridor. NOW, tHEREFORE DE IT RESOLVED, the City Council of the City of Arroyo Grande does hereby request that a portion of the local and regional SHA funds (to be determined in cooperation with SLOCOO staff) previously allocated to the City by SLOCOG for construction of a Route 227 bypass be allocated to pay 50% of the cost, together with 50% from regional SHA funds, to hire a traffic consultant to prepare a Project Study Report (PSR) which shall identify the range of Transportation System Management (TSM) and other measures necessary in the East Branch StreeVRoute 227 Corridor, on adjacent streets, and to on/off-ramps with Route tOt betweet1 BI Campo Road and Brisco Road to improve the level of service in lieu ~ of the constr~ction of a Route 227 bypass; and ~ ----~ . ~ . - ~ '" .
