RESOLUT[ON NO. 2998
A RESOLUT[ON OF TIlE CITY COUNCIL OF THE CITY OF ARROYO
GRANDE DELEGATING AUTHORITY TO ESTABLISH LIMITED
PARKING ZONES, PROHIB[TED PARKING ZONES, AND STOP SIGN
LOCAT[ONS TO THE D[RECroR OF PUBLIC WORKS
W[ IEREAS, the City Council has the authority under State law to establish limited parking zones,
prohihited parking zones, and stop sign locations on public streets within the City of Arroyo Grande; and
WIIEREAS, the City Council has exercised said authority in response to public requests; and
WIIEREAS, the Director of Puhlic Works has exercised similar authority through the development
Iprovement process; and
WIIEREAS, Municipal Code section 4-3.21(d) provides that the purpose and scope of the Traffic
COll1mission, an advisory hody of the City of Arroyo Grande, is "to provide a sense of the puhlic sentiment . !
in mailers pertaining to traffic, transportation, and parking, both current and future," and that the Traffic
Commission has, "the authority to conduct public hearings on such matters" and "present its determination
to the Director";. and
WIIEREAS, all puhlic requests pertaining to such matters will be brought to the Traffic Commission for
consideration; and
WIIEREAS, the present puhlic request process of the City Council and the Traffic Commission is
duplicative; ami
WIIEREAS, the consistent application of professional standards and efficient consideration of issues is in
the interest of the City, including the public; and
\VIIFREAS, the Director of Public Works is charged with upholding the professional engineering
standards of the City;
NOW TIIEREFORE, BE [1' RESOLVED that the City Council of the City of Arroyo Grande herehy
-1~legates to the Director of Puhlic Works of the City of Arroyo Grande the authority to establish, modify,
HI rescind limited parking zones, prohibited parking zones, and stop sign locations on City streets and
ther areas under City traffic authority.
AllY determination of the Director or Commission is appealable to the City Council per Municipal Code
