R 2994 RESOLUTION NO. 2994 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE FORMALLY OPPOSING FURTHER SHIFT OF PROPERTY TAXES FROM LOCAL GOVERNMENTS TO THE STATE OF CALIFORNIA WHEREAS, the state has proposed taking $2.6 billion in property tax revenues from local governments as part of the proposed 1993-94 budget plan for California; and WHEREAS, the revenue loss would result in serious reductions in critical services received by residents of the city of Arroyo Grande, including police and fire protection, mental health, libraries, parks and recreation, probation, criminal prosecution and public health; and WHEREAS, the state last year took $1.1 billion away from local governments to solve a State problem; and WHEREAS, taking additional money from local governments at this time will throw many local governmental agencies into a fiscal crises and hurt residents throughout California. NOW, THEREFORE BE IT RESOLVED, that the city of Arroyo formally opposes the further shift of property taxes from local governments to the State; and BE IT FURTHER RESOLVED, that the city of Arroyo Grande formally asks the State Assembly and State Senate to defeat the plan to take $2.6 billion away from local governments: and BE IT FURTHER RESOLVED, that the city of Arroyo Grande urges the Legislature to find other options for bridging the budget shortfall, such as retention of the one-half cent sales tax and reform of state government programs. The Legislature also is urged to ease costly mandates on local governments and eliminate redundancies in reporting and enforcement requirements.
