Reso - Truck Parking RestrictionsMEMORANDUM TO: CITY COUNCIL FROM: BY: TERESA McCLISH, COMMUNITY DEVELOPMENT DIRECTOR JIM GARING, INTERIM CITY ENGINEER SUBJECT: CONSIDERATION OF TRUCK PARKING RESTRICTIONS ALONG BELL STREET, FAEH AVENUE TO BENNETT AVENUE AND ON BENNETT AVENUE, BELL STREET TO EL CAMINO REAL DATE: AUGUST 12, 2014 RECOMMENDATION: It is recommended that the City Council adopt a resolution creating a "No Truck Parking" zone on both sides of Bell Street from Faeh Avenue to Bennett Avenue and on Bennett Avenue from Bell Street to El Camino Real; and removal of parking restrictions on the south side of El Camino Real between Faeh Avenue and Bennett Avenue. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The estimated cost to install four sign assemblies is $600.00, which will be paid from the FY 2014/15 Streets Division Budget. BACKGROUND: Extensive hearings were conducted before the Traffic Commission in late 2001 through mid June, 2002 regarding problem truck parking on El Camino Real in the vicinity of Econo Lodge (now Aloha Inn), 611 El Camino Real and Arroyo Village Inn Bed and Breakfast (now Abella Garden Inn Bed and Breakfast), 407 El Camino Real. The owners of these businesses objected to existing truck parking on El Camino Real, citing noise, trash, blocking of signage and sight distance. Local trucking companies cited the need for truck parking generally in Arroyo Grande. Existing parking restrictions in the neighborhood are shown on Attachment 1. Since late 2013, a number of complaints have been received from Mr. Dave Aguallo, 323 Bell Street, regarding truck noise starting in the very early morning hours. At present, trucks are allowed to park directly across from the Aguallo residence on Bell Street in front of the existing hotel. Item 8.k. - Page 1 CITY COUNCIL CONSIDERATION OF TRUCK PARKING RESTRICTIONS ALONG BELL STREET, FAEH AVENUE TO BENNETT AVENUE AND ON BENNETT AVENUE, BELL STREET TO EL CAMINO REAL AUGUST 12, 2014 PAGE 2 OF 3 ANALYSIS OF ISSUES: At present, the southerly side of El Camino Real adjacent to Aloha Inn and Abella Garden Inn is signed "No Parking 6 PM -6 AM", the result of the 2001 -2002 hearing process (Attachment 2). The northerly side is used for park and ride parking. At present, the Municipal Code prohibits truck parking in any residential area of the City or areas signed to prohibit such parking. Existing zoning in the area of Mr. Aguallo's residence designates the block on the west side of Bell Street as Single Family, but the block on the east side containing Aloha Inn as Highway Mixed Use. The current owner of the Aloha Inn does not object to restricting truck parking on Bell Street adjacent to his business if the trucks can park in an alternate location. He also does not object to truck parking being allowed in front of the hotel on El Camino Real. At their July 14th meeting, the Traffic Commission recommended the creation of a "No Truck Parking" zone on both sides,of Bell Street from Faeh Avenue to Bennett Avenue and on Bennett Avenue from Bell Street to El Camino Real (Attachment 4) as well as removal of restrictions on El Camino Real between Faeh Avenue and Bennett Avenue. ALTERNATIVES: The following alternatives are provided for the Commission's consideration: -Approve Traffic Commission's recommendation; -Change the area restricted; Maintain current unrestricted truck parking on Bell Street; or Provide other direction to staff. ADVANTAGES: The recommended truck parking restrictions will alleviate complaints from residents related to that condition and .provide a more appropriate location for truck parking. DISADVANTAGES: The recommended change will require some level of enforcement. Some truck parking will be lost. In addition, there may be other complaints regarding truck parking on El Camino Real. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to Section 15301(c). PUBLIC NOTIFICATION AND COMMENTS: The agenda was posted in front of City Hall on Thursday, August 7, 2014. The agenda and report were posted on the City's website on Friday, August 8, 2014. No_ public comments were received. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE ESTABLISHING A "NO TRUCK PARKING" ZONE ON CERTAIN AREAS OF BELL AND BENNETT STREETS WHEREAS, it is necessary and desirable to prohibit truck parking on a portion of Bell and Bennett Streets, as specifically described below. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande hereby approves a "No Truck Parking" zone on both sides of Bell Street from Faeh Avenue to Bennett Avenue and on Bennett Avenue from Bell Street to El Camino Real and hereby removes parking restrictions on the south side of El Camino Real between Faeh Avenue and Bennett Avenue. BE IT FURTHER RESOLVED that the Chief of Police of the City of Arroyo Grande is hereby authorized and directed to provide and install sufficient signs and/or markings to indicate said no truck parking zone.
