RESOLUTION NO. 2978
A RESOLUTION OF THE CITY COuNCIL OF THE CITY OF
ARROYO GRANDE APPROVING AN APPLICATION AND
CONTRACT EXECUTION FOR FUNDING FROM THE GENERAL
ALLOCATION OF THE STATE CDBG PROGRAM,
AUTIlORlZING THE EXECUTION OF A GRANT AGREEMENT
WITH TIlE STATE OF CALIFORNIA FOR TIlE PURPOSES OF
TIllS GRANT, AND APPROVING THE WAIVER OF PROGRAM
RELATED TRAFFIC MITIGATION FEES
WHEREAS, on March 10, 1993, a public meeting was held to discuss the community's
needs and the City's proposed 1993 Community Development Block Grant (CDBG) program;
and
WHEREAS, based on discussions at that meeting, it was recognized that community
input and the City's adopted Housing Element all identified a serious need for the construction
of senior rental housing which is affordable to low-income households, which could be
significantly and usefully addressed through CDBG funds; and
WHEREAS, the City, in recognition of the need for long term affordable housing, will
contribute to the proposed program by the waiver of usual traffic mitigation fees and the cost
of the program related audit.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Arroyo
Grande, California as follows:

1. That the City Council has reviewed and hereby approves an
application for:
Elm Street Apartments Site Acquisition and Off-Site
Improvements - $387,600
General Administration - $31,400; and
2. The City Council has reviewed the citizen participation plan for
compliance with federal statute and has determined that this plan
was followed for the development of this application; and
3. The City authorizes the waiver of 100% of the traffic mitigation
fees (approximately $90,000) related to the CDBG program
activity to help reduce the cost of providing low cost housing, as
required by the City's Housing Element; and
4. That the City Manager is hereby authorized and directed to act on
the City's behalf in all matters pertaining to this application; and

5. If the application is approved, the City Manager is authorized to
enter into and sign the grant agreement with the State of California
for the purposes of this grant.
