A RESOLUTION OF THE CITY COUNCIL OF TIlE CITY
OF ARROYO GRANDE PROVIDING AN
INTERPRETATION OF ORDINANCE 430 C.S. THAT
ALLOWS PARKING LOT EXPANSIONS FOR GRACE
BIBLE CHURCH LOCATED AT 100 RODEO DRIVE, IN
THE PD-I.3 ZONE.
WHEREAS, the Ordinance 430 C.S. was adopted by the City Council on November 27,
1990; and
WIIEREAS, Condition of Approval number 17c of Ordinance 430 C.S. reduced the
number of parking spaces to 240; and
WHEREAS, Mitigation measure number 8 of Ordinance 430 C.S. required increasing
the number of parking spaces to 462 when the church sanctuary was expanded; and
WHEREAS, The church has made a request to expand their parking area; and
WHEREAS, The church is not expanding their church sanctuary; and
WHEREAS, Ordinance 430 C.S. does not clearly indicate if a parking lot expansion is
permissible under such circumstances; and
WHEREAS, The City Council has received a request for interpretation of whether a
parking lot expansion is permissible under the provisions of Ordinance 430 C.S.; and
WIIEREAS, the Planning Commission reviewed the requested interpretation on March
16, 1993, and after due research and deliberation recommended that the Council find that:
The church may expand the planned parking area as needed to provide adequate on-site
parking i~or church activities without a Planned Development Ordinance amendment
because:
The intent of the parking requirements in Ordinance 430 C.S. is to see that
adequate parking is provided on-site for church activities; and
Condition 17c was intended to limit the number of parking spaces only until
additional parking was actually required.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo
Grande hereby makes the interpretation that the Church may expand the planned parking area
as needed to provide adequate on-site parking for church activities without a Planned
Development Ordinance amendment based on the findings recommended by the Planning
Commission.
