TUP Christmas ParadeTO: FROM: BY: MEMORANDUM CITY COUNCIL TERESA MCCLISH, COMMUNITY DEVELOPMENT DIRECTOR ""'"~ MATTHEW DOWNING, ASSISTANT PLANNER SUBJECT: CONSIDERATION OF TEMPORARY USE PERMIT CASE NO. 14-017; REVISED STREET CLOSURE TIMES FOR THE ANNUAL ARROYO GRANDE VILLAGE CHRISTMAS PARADE, NOVEMBER 30, 2014 DATE: NOVEMBER 25, 2014 RECOMMENDATION: It is recommended the City Council adopt a Resolution revising the hours of street closures under Temporary Use Permit 14-017 for the Annual Arroyo Grande Village Christmas Parade ("Parade"). IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The proposed increase in time of closure of Olohan Alley will minimally increase costs associated with the event. Total cost of the Parade is estimated to be $1,294. Parade cost estimates include overtime for staff to place and remove "No Parking" signs; renting, placing and removing water barricades; and the provision of up to two (2) police officers to direct traffic and ensure public safety. Beginning three (3) years ago, the City split these costs evenly with the applicant. It is now recommended the City assume the full cost since it has become an important community event, new individuals have assumed organizing responsibilities, and it would be an obstacle to require them to also fund City costs. BACKGROUND: On October 28, 2014, the City Council adopted Resolution No. 4635 approving the Temporary Use Permit and authorizing street closures associated with the Parade. Since that time and due to the revised parade route and staging area, the event organizers are requesting a longer closure of Olohan Alley, beginning at 3:00 pm instead of 4:00 pm. ANALYSIS OF ISSUES: As discussed during the Council's initial approval of the project, staff thinks the revised · Parade route will result in a more successful event. Anytime annual events are modified like the Parade is it raises the need to constantly reconsider how the event will operate. In order to safely stage parade participants, including floats and children, the event organizers have determined that additional time is needed for closure of the Item 8.k. - Page 1 CITY COUNCIL CONSIDERATION OF TEMPORARY USE PERMIT CASE NO. 14-017 NOVEMBER 25, 2014 PAGE2 staging area. The increased closure time by one hour will further limit parking available in Olohan Alley and will subsequently have some impact on nearby businesses. However, staff thinks this additional impact will be very minimal given the event occurring on Sunday and supports the extended closure of Olohan Alley to help ensure participant and public safety during the cherished community event. Additionally, staff is requesting to add additional "No Parking/Tow Away areas on the north side of Nelson Street at the Nelson Street/South Mason Street intersection as well as the south side of Branch Street at the Branch Street/Mason Street intersection. During the Halloween in the Village event, staff observed that these areas are needed to be kept clear for large truck turning. ADVANTAGES: The extended time of closure of Olohan Alley will support the staging of Parade participants and allow flexibility to ensure a successful event. DISADVANTAGES: The extended "No Parking" restrictions and closure of Olohan Alley will have an increased impact on traffic congestion and parking. Motorists not familiar with the Parade route will have to use detours to get to their destinations, which may increase travel time. ALTERNATIVES: The following alternatives are provided for the Council's consideration: Adopt the Resolution approving extended closure times of Olohan Alley for Temporary Use Permit 14-017. Modify and adopt the Resolution. Do not adopt the Resolution. Provide direction to staff. ENVIRONMENTAL REVIEW: The Community Development Department has reviewed the project in compliance with the California Environmental Quality Act (CEQA) and determined that the project is categorically exempt per Section 15304 ( e) of the CEQA Guidelines regarding ,minor temporary use of land. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, November 20, 2014. The Agenda and report were posted on the City's website on Friday, November 21, 2014. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE REVISING STREET CLOSURE TIMES UNDER TEMPORARY USE PERMIT NO. 14-017 FOR THE ANNUAL ARROYO GRANDE VILLAGE CHRISTMAS PARADE, NOVEMBER 30,2014 WHEREAS, Doc Burnstein's Ice Cream Lab and the Arroyo Grande Village Improvement Association (AGVIA) applied for a Temporary Use Permit to'utilize City streets and property for a Christmas Parade; and WHEREAS, the temporary closure of portions of Olohan Alley, Branch Street, and Wesley · Street will help to facilitate the parade for all people participating in the event; and WHEREAS, the Arroyo Grande Municipal Code (AGMC) provides for the issuance of Temporary Use Permits for events such as the Arroyo Grande Village Christmas Parade, AGMC Section 10.16.050 authorizes the City Council to restrict parking on any street and California Vehicle Code Section 21101 ( e) authorizes the closure of streets for parades and local special events; and WHEREAS, the City Council adopted Resolution No. 4635 approving Temporary Use Permit No. 14-017 and authorizing street closures associated with the Christmas Parade; and WHEREAS, the event organizers have requested increased time durations of street closures and "No Parkingffow Away Zone" restrictions on Olohan Alley for staging of floats and related activities of participants involved in the event; and WHEREAS, City staff has requested additional "No Parkingffow Away Zone" restrictions on Nelson Street and Branch Street adjacent to the intersections with Mason Street for truck turning. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande does hereby approve revised street closure times for Temporary Use Permit 14-017 authorizing the following actions: 1 . Olohan Alley from Bridge Street to Mason Street will be, closed from approximately 3:00 pm to 8:00 pm on November 30, 2014. 2. A "No Parkingffow Away Zone" will be established on Olohan Alley from Bridge Street to Mason Street from 3:00 pm until 8:00 pm on November 30, 2014. 3. A "No Parking/Tow Away Zone" will be established on the northwest corner of the intersection of Nelson Street and Mason Street and on the southwest corner of the intersection of Branch Street and Mason Street.
