SQUARE PARK RESTROOM-SHORT STREET; CITY OF ARROYO

RECOMMENDATION:
It is recommended that the City Council adopt a resolution approving the project design.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
On July 8, 2014 the City Council approved appropriation of $200,000 from the Park
Development Fund for the design, purchase and installation of this project.
The ongoing maintenance costs, if opened on weekends only, are anticipated to be
approximately $3,985 per year to cover the cost of additional Public Works Maintenance
Worker hours, water, and paper supplies.
BACKGROUND:
A Master Plan for the Heritage Square Park was approved in 2005 in order to
coordinate immediate and future improvements to the facility. It was decided at that
time to maximize the open space area and not add any additional structures.
More recently, City staff was contacted by the coordinator of the Village Summer
Concert Series to discuss the need for a new public restroom at Heritage Square Park.
A new restroom facility would serve both the public utilizing the park, as well as those
individuals at the nearby museum and historical library. City staff agreed that a public
restroom facility was needed in Heritage Square Park, which set in motion a process to
determine potential locations for this facility when funding became available.
City staff initiated efforts to identify and secure consensus on the most suitable location
in Heritage Square Park for the proposed restroom facility. Potential sites were
identified in meetings with representatives of the Village Improvement Association and
South County Historical Society and then reviewed by the Architectural Review

Committee (ARC), the Historic Resources Committee (HRC), and the Parks and
Recreation Commission in June of 2012.
On March 12 , 2013 , the City Council approved the preferred location for the Heritage
Square Park Restroom and directed staff to process a Plot Plan Review application for
the architectural style through the ARC , HRC , and Parks and Recreations Commission
with recommendation to the City Council.
The ARC reviewed the project design on November 3 , 2014 , the Parks and Recreation
Commission reviewed the project on November 12 , 2014 and the Historical Resources
Committee reviewed the project on November 14, 2014. The ARC recommended
approval of the project as proposed. The Parks and Recreation Commission
recommended providing two unisex restrooms including urinals , instead of the proposed
separate men 's and women 's restrooms. The HRC review supported the unisex design ,
however, recommended additional deta iling be added to the restroom to better fit the
historical character of the bandstand structure. The Committee recommends that 1)
scroll work detailing to match the bandstand post tops be added to the build ing end
screens, 2) that the rectangular moulding detail found on the bandstand be added the
to end screen base , as well as a fish scale band , and 3) use of metal paneled doors
for character.

ANALYSIS OF ISSUES:
Given the location of Heritage Square Park in the D-2.4 Historic Character Overlay
District, architectural design of the restroom is an important part of the project. The
proposed restroom is a pre-fabricated structure with board siding, roofing materials, and
end detailing that complement details from the band stand. The proposed colors are
taken from the darker accent and trim colors of the Rotary bandstand_ palette to allow
the focus to remain on the park's featured structure. The restroom body color will be
slate blue, the fascia will be dark blue, the doors and roofing are dark gray, and the trim
will be white. Recommendations from the HRC were considered by staff and a revised
design with added architectural detailing has been submitted for the Council's review. A
color board for the revised design will be available at the meeting.
The smallest available size restroom facility has been proposed and is positioned as far
northwest in the park as possible, while still allowing access to delivery vehicles from
the approach on Short Street and meeting accessibility requirements. Two planter
areas are proposed between Short Street and the restroom, which will be planted with a
street tree and shrubs matching the existing planter palette. Lighting is proposed on
three sides of the building with no lighting on the Short Street side. Based upon the
recommendation of the Park's Commission, the building is now proposed to be two
unisex restrooms, with full plumbing options.
ADVANTAGES:
The project will provide a much needed restroom facility for the public utilizing Heritage
Square Park and complement the historical character of the surrounding area.
DISADVANTAGES:
No disadvantages have been identified for the project.
ENVIRONMENTAL REVIEW:
In compliance with the California Environmental Quality Act (CEQA), the project has
been determined to be Categorically Exempt pursuant to Section 15303 -New
Construction or Conversion of Small Structures -and Section 15332 -In-Fill
Development Projects -of the CEQA Guidelines.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1. Adopt the resolution approving the design project as proposed with unisex
restrooms; or
2. Modify the resolution; or
3. Do not approve the resolution; or
4. Provide direction to staff.

The Agenda was posted in front of City Hall on Tllursday, November 20, · 2014. The
Agenda and staff report were posted on the City's website on Friday, November 21,

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO
GRANDE APPROVING PLOT PLAN REVIEW CASE NO. 12-009; A NEW
PUBLIC RESTROOM FACILITY; HERITAGE SQUARE PARK
WHEREAS, the South County Historical Society, in coordination with the Arroyo
Grande Recreation Services and Public Works Departments, have proposed the
development of a new public restroom facility at Heritage Square Park; and
WHEREAS, the South County Historical Society and the City conduct events at
Heritage Square Park that require public restroom facilities; and
WHEREAS, the property is zoned Public Facilities in the D-2.4 Historic Character
Overlay District; and
WHEREAS, the property is currently developed as a public park; and
WHEREAS, On March 12, 2013, the City Council approved the preferred location for
the Heritage Square Park Restroom; and
WHEREAS, Arroyo Grande Municipal Code Subsection 16.16.080.B.2 requires the
approval of a Plot Plan Review for projects in the Historic Character Overlay District (D-
2.4 ); and
WHEREAS, the construction of a public restroom facility on City owned property
requires the approval of the City Council; and
WHEREAS, on November 25, 2014, the City Council reviewed the project at a duly
noticed public hearing; and
WHEREAS, the City Council finds, after due study, deliberation and public hearing, the
following circumstances exist:
FINDINGS FOR APPROVAL
1. The proposed project is consistent with the goals, objectives, policies, and
programs, of the Arroyo Grande General Plan.
The development of a restroom facility is permitted within the Public
Facilities Zoning District if approved by a Plot Plan Review.
2. The proposed project conforms to applicable performance standards and
will not be detrimental to the public health, safety or general welfare.
The proposed restroom is located within an existing public park and is
adjacent to other public facilities.
3. The physical location or placement of the use on the site is compatible with the
surrounding neighborhood.

The proposed restroom is in an existing developed public park and the
design was reviewed by the City's Architectural Review Committee,
Historical Resources Committee, and Parks & Recreation Commission to
ensure the restroom's architecture is compatible with the character of
adjacent structures.
4. The construction, alteration, demolition, or relocation of any building or structure
or earth movement enhances, to the maximum extent feasible, and does not
interfere with, detract from or degrade the historic cultural, architectural or
archaeological resource values of the district.
The proposed restroom facility design is complementary to the existing
bandstand structure in style and color, and meets the Design Guidelines
and Standards for the Historic Character Overlay District (D-2.4).
5. The use proposed for a building, structure, or parcel of land shall be
compatible with the uses pre-dominating the designated area.
The proposed use of the new structure as a public restroom facility is
compatible with the existing public facility uses at Heritage Square Park
and is a permitted use in the Public Facilities Zoning District.
6. The development, demolitions, relocations, conversions are in keeping with the
architectural style and scale characterizing the period of historY in which the
structure was built, including the landscaping features, and/or the features which
caused the property to be so included in the district.
The proposed restroom facility is designed to be compatible with nearby
structures located inside and adjacent to Heritage Square Park. The
architecture of the restroom was reviewed by the Architectural Review
Committee and the Historical Resources Committee to ensure it meets the
intent of the Historic Character Overlay District (D-2.4).
7. Proposed restoration efforts are in keeping with det~ils, materials, textures,
colors, and landscape features common to the period of history when the
designated district was constructed.
No restoration is proposed as part of the project. The project will,
however, be designed to enhance the historic character of structures
located inside' and adjacent to Heritage Square Park and was reviewed by
the Architectural Review Committee and Historic.Resources Committee.
8. Where applicable, the project meets the alternative building regulations pursuant
to Part 8 of Title 24 of the 2007 California Historical Building Code and the
Secretary of the Interior's Standards for Historic Preservation Projects.
The proposed restroom facility does not fall under the jurisdiction of the ·

California Historical Building Code nor under the Secretary of the Interior's
Standards for Historic Preservation Projects.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Arroyo Grande
hereby approves the project design indicated in Exhibit "B" with the above findings and
subject to the conditions of approval as set forth in Exhibit "A", attached hereto and --
incorporated herein by this reference.

CONDITIONS OF APPROVAL
Planning Division ,
1. The applicant shall ascertain and comply with all Federal, State, County and City
requirements as are applicable to this project.
2. The applicant shall comply with all conditions of approval for Plot Plan Review 12-
009.
3. The restroom shall be constructed in conformance with the site design on Exhibit
"B" of this Resolution.
4. The applicant shall agree to defend at his/her sole expense any action brought
against the City, its present or former agents, officers, or employees because of
the issuance of said approval, or in anyway relating to the implementation
thereof, or in the alternative, to relinquish such approval. The applicant shall
reimburse the City, its agents, officers, or employees, for any court costs and
attorney's fees which the City, its agents, officers or emp>loyees may be required
by a court to pay as a result of such action. The City may, at its sole discretion,
participate at its own expense in the defense of any such action but such
participation shall not relieve applicant of his/her obligations under this condition.
5. All lighting shall be shielded and directed downwards in accordance with the
Municipal Code.
Building Division and Fire Department
6. The project shall comply with the most recent editions of all California Building and
Fire Codes, as adopted by the City of Arroyo Grande.
7. Provide complete compliance with the State and Federal Disability access
requirements
8. A building permit shall be obtained by the installer/builder of the restroom
structure.
Engineering
9. The applicant shall be responsible during construction for cleaning city streets,
curbs, gutters and sidewalks of dirt tracked from the project site. The flushing of
dirt or debris to storm drain or sanitary sewer facilities shall not be permitted.
The cleaning shall be done after each day's work or as directed by the Public
Works Director.
