CC 2015-01-13_08g Accept Larchmont Drive Rehab ProjectMEMORANDUM TO: CITY COUNCIL FROM: BY: GEOFF ENGLISH, PUBLIC WORKS DIRECTO~ MIKE LINN, ASSISTANT CITY ENGINEER SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE LARCHMONT DRIVE REHABILITATION PROJECT, PW 2014-12 DATE: JANUARY 13, 2015 RECOMMENDATION: It is recommended the City Council: 1. Accept the project improvements as constructed by Ferravanti Grading & Paving in accordance with the plans and specifications for the subject project; 2. Direct staff to file _a Notice of Completion; and 3. Authorize release of the retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The authorized budget for the project is $243,000. The actual total construction project cost for the Larchmont Drive Rehabilitation Project including authorized construction changes, is $167,673. The total project cost, including construction, design engineering and administration is approximately $190,000. The recommended action will not result in additional impacts on staff resources. BACKGROUND: On September 23, 2014, the Council awarded a construction contract to perform the Larchmont Drive Rehabilitation Project to Ferravanti Grading & Paving for $174,810 and authorized the City Manager to approve change orders in the amount of $34,962. ~The project scope of work rehabilitated the full length of Larchmont Drive, between Vernon Street and Wesley Street through the application of an asphalt overlay. The work included grinding of the existing pavement surface, isolated pavement repairs to failing roadway sections, connection of existing drain lines to an existing interceptor drain system, the installation of paving fabric, and replacement of asphalt berms at the roadway edges. There are no outstanding issues. ALTERNATIVES: The following alternatives are provided for the Council's consideration: -Approve staff's recommendations; -Do not accept the project; -Accept the project, but do not authorize release of retention; or -Provide direction to staff. ADVANTAGES: The project is complete. Accepting the improvements will allow staff to close out the project and return any remaining funds to the fund balance. DISADVANTAGES: The disadvantage of accepting the improvements would be if subsequent deficiencies in the work are identified. However, the contract documents include a one-year warranty period for the contractor to address any construction defects that may arise. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to Section 15301(c). PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, January 8, 2015. The Agenda and report were posted on the City's website on Friday, January 9, 2015.
