COMMUNITY DEVELOPMENT DIRECTOR TO EXECUTE
AGREEMENTS WITH THE CALIFORNIA DEPARTMENT OF
TRANSPORTATION FOR THE USE OF GRANT FUNDS FROM
THE SUSTAINABLE TRANSPORTATION PLANNING GRANT
PROGRAM.

RECOMMENDATION:
It is recommended the City Council adopt a Resolution authorizing the Community
Development Director to execute agreements with the California Department of
Transportation for the use of grant funds from the Sustainable Transportation Planning
Grant Program.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
A minimum 11.47% local match of the total project cost is required. The local match
may be in the form of an in-kind contribution. Staff anticipates a 3.5% contribution of
staff time necessary to manage the project, including time involved with public outreach
and document review procedures, and a cash match of approximately $14,000. The
requested grant amount is approximately $150,000 with the total project cost anticipated
as $170,000. Therefore, an additional appropriation will be necessary if the grant is
approved.
BACKGROUND:
The Sustainable Transportation Planning Grant Program is funded by state and federal
funds and is administered through the State's Department of Transportation to support
their current Mission: Provide a safe, sustainable, integrated and efficient transportation
system to enhance California's economy and livability. Qualifying transportation
planning projects will promote a balanced, comprehensive and sustainable multimodal
transportation system.

AGREEMENT WITH THE-CALIFORNIA DEPARTMENT OF TRANSPORTATION

Grant applications are evaluated by how well they meet state and federal transportation
planning goals, California Transportation Plan 2040 Vision, and grant program
objectives, and the Caltrans Mission.
State Transportation Planning Goals:
1) Improve Multimodal Mobility and Accessibility for all people
2) Preserve Multimodal Transportation System
3) Support a Vibrant Economy
4) Improve Public Safety and Security
5) Foster Livable and Healthy Communities and Promote Social Equity
6) Practice Environmental Stewardship
Grant objectives are to identify and address mobility deficiencies in the multimodal
transportation system, encourage stakeholder collaboration, involve active public
engagement, integrate Smart Mobility 2010 concepts and result in programmed system
improvements.
Caltrans supports Complete Streets and Smart Mobility which address community
design, regional accessibility, place types, community transition and multimodal
performance measures. Tools and techniques that reduce traffic congestion, increase
pedestrian walkability, and cycling are typical components that address Sustainable
Communities Strategy efforts found in Senate Bill 375 related -to greenhouse gas
emissions. Local governments play an essential role in Smart Mobility because they
hold authority for land use and development decisions that must lead the way in building
a Smart Mobility future.
ANALYSIS OF ISSUES:
The grant application will evaluate the deficiencies of regional and local connector,
Halcyon Road, between Highway 101 and Highway 1. The County of San Luis Obispo
will participate in the program and support our application since the document will
address road issues within the County's jurisdiction and the road's role as a regional
connector.
A major component of the program will include public outreach to evaluate successes
and deficiencies related to accessibility of the business corridor between Highway 101
and Fair Oaks Avenue., accessibility to regional rideshare and multi modal
transportation, efficiency of to emergency services and medical care businesses, and
accessibility related to safe routes to school for Harloe Elementary and for the High
School.
Results of the outreach evaluation will result in the preparation of a Complete Street
program document that will be used to implement traffic improvement design and
techniques, as well as educational programs to promote safety, improved accessibility
and successful business development along the Halcyon Road Corridor.

The grant application includes funding for consultant services associated with public
outreach, existing conditions evaluation, and the preparation of the Halcyon Corridor
Complete Street document.
Grant applications are due October 31, 2014 and range from $50,000 -500,000.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1. Adopt the Resolution, authorizing the Community Development Director to
execute fund transfer agreements;
2. Do not adopt the Resolution; or
3. Provide direction to staff.
ADVANTAGES:
Submittal of the grant application could result in the awarding of funds that would cover
the cost of public outreach workshops, existing conditions analysis, and.the preparation
of a Complete Street "blueprint" document that will provide a program for transportation
improvements. This document will be instrumental in addressing deficiencies on
Halcyon Road and resident complaints regarding vehicle speeds and lack of pedestrian
access.
DISADVANTAGES:
If the grant is approved, staff will develop an RFP for the project and will have to
contribute considerable staff time to work on and manage the update. However, if no
application is made, or the grant is not awarded, Halcyon Corridor Complete Street Plan
will be delayed until staff time becomes available to perform the work.
ENVIRONMENTAL REVIEW:
None required for grant applications.
PUBLIC NOTIFICATION AND COMMENTS:
The agenda was posted in front of City Hall on Thursday, October 23, 2014. The
Agenda and report were posted on the City's website on Friday, October 24, 2014. No
public comments were received.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO
GRANDE AUTHORIZING THE COMMUNITY DEVELOPMENT
DIRECTOR TO SUBMIT THE GRANT APPLICATION AND TO
EXECUTE AGREEMENTS WITH THE CALIFORNIA DEPARTMENT
OF TRANSPORTATION FOR THE USE OF GRANT FUNDS FROM
THE SUSTAINABLE TRANSPORTATION PLANNING GRANT
PROGRAM.
WHEREAS, the City Council of the City of Arroyo Grande is eligible to receive Federal and/or
State funding for certain transportation planning related plans, through the California
Department of Transportation; and
WHEREAS, a Fund Transfer Agreement is needed to be executed with the California
Department of Transportation before such funds can be claimed through the Transportation
Planning Grant Programs; and
WHEREAS, the City Council of the City of Arroyo Grande wishes to delegate authorization to
execute these agreements and any amendments thereto.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande
hereby authorizes the Community Development Director to submit the grant application and to
execute all Fund Transfer Agreements and any amendments thereto with the California
Department of Transportation.
