RECOMMENDATION:
It is recommended the City Council adopt a Resolution: 1) authorizing the donation of
artifacts found during construction of the Hoosegow Park Renovation project to the
South County Historical Society, and 2) authorizing the temporary closure of LePoint
Street from Miller Way to Nevada Street on Saturday, April 25, 2015 from 9:00 am until
noon for the Howard Mankins Hoosegow Park Ribbon Cutting ceremony.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is a minor commitment of staff time to complete the paperwork and forms
necessary to donate the artifacts to the South County Historical Society (SCHS)
BACKGROUND:
On January 14, 2014, the Council approved a conceptual plan for the Hoosegow Park
ADA Improvements involving accessibility and landscaping improvements with costs
shared from various groups in the form of volunteer labor, material donations, and cash
funds. The Council also approved naming of the park to Howard Mankins Hoosegow
Park.
On June 24, 2014, the Council approved an award to J &P Construction for the
construction of a concrete ADA ramp to access the park at Le Point Street, retaining
walls, concrete pathways and minor drainage improvements. During construction of this
phase of the Hoosegow Park Renovation project, City staff found an unearthed antique
bottle and observed glass and pottery shards at the project site. City staff immediately
halted construction activities for further investigation.
LSA Associates, an archeological firm hired by the City to complete the required Phase
I Archeological Study, was called in to conduct some excavation to determine the
findings.

ANALYSIS OF ISSUES:
The additional investigation by LSA Associates at Howard Mankins Hoosegow Park
found a small "historic -era" deposit that may have been a restaurant trash pit located in
one specific location near the Hoosegow. The items unearthed included bottles,
beverage containers, pottery shards and other debris that were representative of items
used in the early 1900's. LSA Associates determined that the artifacts, although
historically significant locally, did not warrant further investigation and construction
activities could continue unless further artifacts were uncovered. (Attachment #1)
Prior to proceeding with construction activities, City staff contacted the SCHS to see if
they had an interest in conducting an archeological "dig" to see if addition artifacts could
be unearthed in the trash pit. Members of the SCHS conducted an archeological "dig"
in the area of the original finds and unearthed additional artifacts including eight (8)
intact bottles and a bottle stopper. A list of the artifacts found at the site is included in a
documentation report prepared by LSA Associates. Staff will have the bottles and
bottle stopper on display at the City Council meeting of April 14, 2014. (Attachment #2)
Staff is recommending that the artifacts unearthed during construction of the Hoosegow
Park Renovation project be donated to the SCHS. The SCHS is willing to accept and
display the artifacts and has the capability, experience and expertise to catalog, display
and provide care for the artifacts. The SCHS has also agreed to display the items at
the Hoosegow Park Renovation Project Ribbon Cutting to be held on Saturday, April 25,
2015 at 10:00am. A copy of the ribbon cutting notice is attached. (Attachment #3)
In order to accommodate the ribbon cutting ceremony, staff is proposing to temporarily
close Le Point Street from Miller Way to Nevada Street on the day of the ceremony from
9:00 am to noon.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1. Adopt a Resolution donating the artifacts to the SCHS and approve the
temporary closure of Le Point Street fro a ribbon cutting ceremony;
2. Do not donate the artifacts to the SCHS and retain possession to display at a
City facility and approve the temporary closure of Le Point Street for a ribbon
cutting ceremony; or
3. Provide direction to staff.
ADVANTAGES:
The SCHS is willing to accept and display the artifacts and has the capability,
experience and expertise to catalog, display and provide care for the artifacts. In
addition, visitors to the SCHS museums will benefit from the ability to view these
artifacts. The City does not have appropriate space, or the expertise to display and
care for historical artifacts.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo
Grande hereby authorizes the donation of artifacts found during construction of the
Hoosegow Park Renovation project to the South County Historical Society; and
BE IT FURTHER RESOLVED that the City Council of the City of Arroyo Grande hereby
authorizes the temporary closure of Le Point Street from Miller Way to Nevada Street on
Saturday, April 25, 2015 from 9:00 am to noon for the Howard Mankins Hoosegow Park

Subject: Findings and Recommendations Regarding Historic- Period Debris Encountered During Grading
for the Hoosegow Park Renovation Project, City of Arroyo Grande, San Luis Obispo County,

Dear Mr. English:
This memorandum documents findings and recommendations made by LSA Associates, Inc. (LSA), regarding
historic -period debris inadvertently discovered by construction crews during final grading for the Hoosegow
Park Project on September 19, 2014. You contacted me via telephone to discuss the discovery and to develop a
plan of action for its treatment pursuant to the mitigation requirements for unanticipated discoveries. I visited
the project site the morning of September 20, 2014, to review the ground surface, the extent of grading, and any
observable sidewalls or exposures that would allow a view of potential archaeological deposits. During the field
review, 1 observed a sparse (<1 /square yard) surface scatter of highly fragmented historic -period (i.e., greater
than 50 years of age) domestic debris including bottle glass, whiteware ceramic, saw -cut bone, and limit -size
Pismo clam fragments. The grading sidewalls throughout the project site were carefully reviewed; based on this
review, it is LSA's opinion that the observed scatter of artifacts was not part of a larger historic -period deposit.
The scatter likely represented an isolated event where domestic trash was discarded in a secondary context (i.e.,
not at the site of the household that generated the debris). The debris consisted of common artifact types
comprising materials that likely date from 1920s- 1940s.
While these materials are greater than 50 years of age, their general lack of a significant historical association
indicate that they do not warrant recordation, and no further archaeological study is recommended to address
this find.
For the balance of the ground - disturbing work on the project site, the same unanticipated discovery treatment
recommendations in Archaeological Assessment for the Hoosegow Park Barrier Removal Project, City of
Arroyo Grande, San Luis Obispo County, California (Laurie and Pulcheon 2014) should be followed.
Specifically, if deposits of prehistoric or historic- period archaeological materials are encountered during project
activities, all work within 25 feet of the discovery should be redirected and the materials should be assessed by
a qualified archaeologist. In the event that this happens, please feel free to give me a call to assist you with the
assessment and potential recommendations for additional study or treatment.

Subject: Documentation of Historic - Period Debris Encountered During Grading for the
Hoosegow Park Renovation Project, City of Arroyo Grande, San Luis Obispo County,
California (LSA Project #ARG 1401).
Dear Mr. English:
Thank you for the opportunity to work on the Phase I Archaeological Study and Extended Phase I
Study for the Hoosegow Park Barrier Removal Project (project). Subsequent to the execution of these
efforts, the discovery of a small historic -era archaeological deposit was encountered during project
excavation. LSA conducted a field review of the deposit on October 17, 2014 and discussed potential
approaches to the resource's documentation with you.
On October 26, 2014, members and volunteers from the South County Historical Society (Society)
conducted a small excavation and removed the artifacts comprising the deposit (identified as HSGW-
1 in the attached documentation). The materials were returned to the Society's International Order of
Odd Fellows Hall (I.O.O.F Hall) at 128 Bridge Street in Arroyo Grande for processing and curation.
On November 13, 2014, I visited the I.O.O.F Hall to review the collected materials.
LSA's research, which included a review of online sources for information regarding artifact types,
and a literature review including historical accounts of Arroyo Grande, did not establish a known
historical association between the deposit and notable events or people, and the artifacts are common
examples of tableware and beverage containers from their representative time period. For these
reasons, the deposit lacks archaeological "focus," or the ability to be linked with a discrete occupation
or pattern of events, and does not appear eligible for inclusion in the California Register of Historical
Resources (California Register), as outlined in Public Resources Code (PRC) Section 5024.1(c)(1 -4).
It does not constitute a historical resource under California PRE Section 21084.1.

1893 -1920. Invented by Karl Hutter McCaffrey Bros Bottler San Luis Obispo.
"This stopper was an improvement to the Lightning stopper and was extremely
popular and eventually replaced the Lightning as the preferred beer bottle
stopper. A cone - shaped porcelain stopper was fitted with a rubber washer on
the narrow end and forced into the narrow mouth of the bottle to seal it.
Innovative printing technology in the very late 19 th century allowed brewers
and bottlers to have their company name, address, and a logo or monogram
imprinted on top of this Hutter stopper. Many examples of embossed bottles
can be found with their original Hutter stopper still intact. Loose stoppers have
been dug by countless bottle diggers in dumps and privies from New England
to California over the years. Note the patent information that is carefully
printed on the narrow end of the stopper: "Patented K. Hutter Feb. 7, 1893."
This stopper was eventually replaced with the Crown Cap."
