RECOMMENDATION:
The Parks and Recreation Commission recommends that the City Council:
1. approve the conceptual design plans for a proposal by the Arroyo Grande
Valley Kiwanis Club to privately fund the purchase and installation of new
"inclusive" play equipment at Elm Street Park.
2. approve an Object Donation Agreement- between the City of Arroyo
Grande and the Arroyo Grande Valley Kiwanis Club for the donation and
installation of six (6) pieces of play equipment at Elm Street Park.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no immediate financial impact from this action. The Arroyo Grande
Valley Kiwanis Club is proposing to fully fund the purchase and installation of
new "inclusive" play equipment at Elm Street Park. Playground equipment has
an expected lifespan of approximately ten (10) to fifteen (15) years. The City
does not currently have a playground equipment replacement fund; however the
Arroyo Grande Valley Kiwanis Club has offered to sponsor the maintenance of
the proposed play equipment. There will be minimal staff time required for
consultation, coordination and inspections.
` BACKGROUND:
Anne McCracken, Past-President of the Arroyo Grande Valley Kiwanis Club
approached City staff, requesting permission to install new play equipment in an
area of the existing playground at Elm Street Park. The specific location
recommended for the new equipment previously housed a slide that deteriorated
and was removed by City staff because it had become a potential safety hazard.
The slide was not replaced due to lack of Park equipment funding.
City staff met with Anne McCracken and Carolyn Jones, Senior Sales Consultant
with RecWest Outdoor Products, Inc., a playground equipment company that- is
working with the Arroyo Grande Valley Kiwanis Club on the selection and
purchase of the proposed play equipment.

Following these site meetings, the Arroyo Grande Valley Kiwanis Club prepared
a play equipment list and schematic diagram for consideration by the Parks and
Recreation Commission.
On Wednesday, May 7, 2015, the Arroyo Grande Parks and Recreation
Commission unanimously recommended approval to the City Council of the
conceptual design plans for a proposal by the Arroyo Grande Valley Kiwanis
Club to privately fund the purchase and installation of new "inclusive" play
equipment at Elm Street Park.
ANALYSIS OF ISSUES:
The Arroyo Grande Valley Kiwanis Club is specifically interested in the purchase
and installation of "inclusive" play features. Inclusive play equipment generally
refers to play elements that can be used by children with a broad range of
abilities including those with special needs and disabilities. Below are some
common elements of Inclusive playgrounds:
• Clear route through the playground. Ideally there should be 2 or more routes so
there is interest in moving around the space.
• A variety of accessible high points, these can be landscaped mounds, decks and
climbing units.
• Incorporating sensory play, this is the most accessible type of play for everyone
and is often ignored in play space design. Think about offering visual, sound and
tactile opportunities.
• Ensure at least one of the moving items is highly accessible by users.
• Locating dynamic pieces in easy reach of entrance points and access routes.
• Where children may not be able to access a challenging climbing unit, ensure
they can get close, ideally with a route that allows them to be in the heart of the
action if they so choose.
• For a site to be truly inclusive it still needs to provide challenge to those children
who require it!
• Water and Sand offer the most fantastic play experiences, where possible use!
A hard-standing access point to a sand space increases inclusion
• Sensory experiences are vital. All children love sound, touch, smell and visual
stimulation.
• Some quiet areas that have gentle sensory experiences benefit young children or
children who need time out away from high tempo action.

The play elements proposed by the Arroyo Grande Valley Kiwanis Club are
intended and designed to meet some of the above-stated conditions. A copy of
the proposed play elements and lay-out are provided in Attachment #1. The
Individual play element designs are provided in Attachment#2. Attachment #3 is
an aerial map showing the location for the new play elements.

Anne McCracken will be in attendance to address the Council on the proposed
inclusive play equipment. Staff supports this proposal particularly in light of the
offer by the Arroyo Grande Valley Kiwanis Club to provide maintenance of the
playground through an Adopt a Park agreement. An Object Donation Agreement
between the City and the Kiwanis Club is also attached. (Attachment#4)
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
- Approve the Parks and Recreation Commission's recommendation to
approve a proposal by the Arroyo Grande Valley Kiwanis Club to privately
fund the purchase and installation of new "inclusive" play equipment at
Elm Street Park;
- Do not approve the recommendation of the Parks and Recreation
Commission to approve a proposal by the Arroyo Grande Valley Kiwanis
Club to privately fund the purchase and installation of new "inclusive" play
equipment at Elm Street Park;
- Recommend modifications as appropriate; or
- Provide staff direction.
ADVANTAGES:
Approval of the proposed installation of new "inclusive" play equipment at Elm
Street Park will provide opportunities for individuals with disabilities to enjoy the
physical and developmental benefits of play on an accessible playground. The
proposed equipment is also meant to encourage interactive play with children of
differing ability levels. The new play equipment will also replace previously
removed equipment that the City does not currently have the funds to replace.
DISADVANTAGES:
The City of Arroyo Grande does not currently have a playground equipment
replacement fund and the equipment, although projected to have a lifespan of
approximately ten (10) to fifteen (15) years, will need to be replaced when no
longer usable.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, May 21, 2015. The
agenda and staff report were posted on the City's website on Friday, May 22,
2015.

I. Object Ownership and Replacement Agreement
a. Placement of Donation
i. The placement of the donated objects shall be at the sole discretion of the City of
Arroyo Grande.
b. Ownership
i. The donation is considered the property of the City of Arroyo Grande and will be
maintained by the City in a manner consistent with existing staffing and funding
levels. Private Citizens, including the donor, may not alter the object without
advanced permission from the City of Arroyo Grande.
A. Donated objects will have a life expectancy of at least 10 years (unless
determined otherwise by mutual written agreement).
iii. Should the donated object be damaged or vandalized at any time prior to the
conclusion of the 10-year life expectance, the City may remove the object and will
be under no obligation to repair or replace the object.
iv. If no interested donor is available and the deterioration of the object reaches the
point where replacement is justified then the object will be removed and/or
replaced by the City of Arroyo Grande, unless otherwise agreed.
