R 2893 RESOLUTION NO. 2893 A RESOLUTION OF THE ARROYO GRANDE CITY COUNCIL UPHOLDING TilE PLANNING COMMISSION'S APPROVAL OF TENTATIVE PARCEL MAP CASE NO. 90-490, CONDITIONAL USE PERMIT CASE NO. 90-479, ARCHITECTURAL REVIEW CASE NO. 90-457, AND CERTIFICATION OF TilE ENVIRONMENTAL IMPACT REPORT FOR TilE CENTRAL COAST BOWL PROJECT, AND DENYING TIlE API'EAL OF THE ABOVE DECISIONS " WHEREAS, the City of Arroyo Grande has received applications for the Central Coast Bowl Project for the approval of a Vesting Tentative Parcel Map (Parcel Map Case No. 90-490), - a Conditional Use Permit (CUP Case No. 90-479), and Architectural Review (ARC Case No. 90-457) on a 218,587.5 square foot lot; and WHEREAS, draft and final Environmental Impact Reports (EIR) were prepared for the Central Coast Bowl Project; and WHEREAS, the Planning Commission held duly noticed public hearings on the project and the draft and final EIRs on May 5, 1991, June 4, 1991, August 6, 1991, and August 20, 1991; and WHEREAS, after due study, deliberation and public hearing, the Planning Commission on August 20, 1991 approved the applications for the Central Coast Bowl Project and Certified the final EIR with the findings of fact contained in the Planning Commission resolutions for approval of the projects and for certification of the EIR; and WHEREAS, an appeal of the Planning Commission's decision was filed on August 29, 1991 by Victor and Barclay Mellquist, Alexander and Edna Gauss, C.L. Henderson, and Susan P. Reade; and WHEREAS, the Arroyo Grande City Council held a duly noticed public hearing on the aforementioner1 appeal on October 22, 1991, at which time all interested persons were given the opportunity to u~ heard; and WHEREAS, after due study, deliberation and public hearing, the City Council makes the following findings of fact: 1. The findings by the Planning Commission for Certification of the EIR were appropriate. 2. The findings by the Planning Commission for approval of Tentative Parcel Map Case No. 90-490 were appropriate. 3. The findings by the Planning Commission for approval of Conditional Use Permit Case No. 90-479 were appropriate. . 4. The findings by the Planning Commission for approval of Architectural Review Case No. 90-457 were appropriate. NOW, THEREFORE, BE IT RESOLVED that the Arroyo Grande City Council hereby 1. Adopts the findings made by the Planning Commission in the Planni/lg Commission Resolutions adopted August 20, 1991 in this matter, which findings are incol}(TJtrJl herein by reference; and 2. Upholds the Planning Commission's certification of the EIR for the Central Coa-t Bowl Project; and ------~"._------ ----..---..- Resolution No. 2893 3. Upholds the Planning Commission's approval of Parcel Map Case No. 90-490, Conditional Use Permit Case No. 90-479, and Architectural Review Case No. 90-457; and 4. Denies the appeal of the Planning Commission's actions on the Central Coast Bowl Project.
