101 AT BRISCO ROAD RAMPS

RECOMMENDATION:
It is recommended the City Council: 1) Receive update on the planning status of the
temporary closure of-the Highway 101 at Brisco Road ramps; 2) Approve the closure
plan for the Highway 101 at Brisco Road ramps; and 3) Authorize the City Manager to
award the closure plan construction work up to $75,000.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
As of August 31, 2015, the project budget for design and study was $174,308.37; with
$70,674.97 committed for consultant services, leaving $103,633.40 to fund the ramp
closures. In addition, there is $1,570,000 budgeted for construction of the interchange.
Continued dedication of staff resources will also be required. Consultant services are
funded from the Transportation Facilities Development Impact Fee Fund. The project
costs are estimated as follows:

BACKGROUND:
The Brisco Road-Halcyon Road/U.S. 101 Interchange project has been underway
since the late 1990s. Currently the project is in the Project Approval and
Environmental Determination (PA&ED) phase with three project alternatives under
review: Alternative 1, Alternative 4C Roundabout (RAB), and no-build or do nothing.
Design exception fact sheets for Alternative 1 and 4C RAB were provided to Caltrans
on July 4, 2015, and August 3, 2015, respectively.
On June 23, 2015, City Council provided direction to staff to close the U.S. 101 on and
off ramps at Brisco Road in order to simulate the post project condition of Alternative 1 if
implemented.
ANALYSIS OF ISSUES:
Based on City Council direction, on July 14, 2015, staff obtained consultant services to
prepare a traffic handling plan and encroachment permit package. This encroachment
permit package was submitted to Caltrans on August 5, 2015 and identified the closure
start period beginning on September 21, 2015, and ending on November 30, 2015.
On August 27, 2015, Caltrans responded to the encroachment permit package with
portions of the project's conditions and plan comments that included:
• Complete traffic signal improvements at West Branch Street and Brisco Road.
• Delay City's proposed roadway paving work of Brisco Road until test closure is
complete.
Caltrans' also warned the City to expect heavy traffic and delay at the intersection of
West Branch Street and Grand Avenue. In order to move the project forward, staff is
proposing to request relief from these project conditions. If compliance is required,
additional project cost and delay will be incurred.
The actual closure period will be based upon completion of the encroachment permit
process, obtaining a contractor to complete the road closure, and obtaining consultant
services to complete traffic counts. While beginning the closure period on September
21, 2015, is an ambitious goal based on permitting timeframes and service acquisitions
periods, staff is optimistic that this goal is obtainable.
Staff reviewed the temporary closure plan with the Brisco Interchange Consultants and
on-call Traffic Engineers. Based on input provided, the locations for traffic counts have
been identified. The locations are generally described below and shown graphically in
Attachment 1 .

ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
• Direct staff to prepare a work plan for the temporary ramp closure;
• Do not direct staff to prepare a work plan for the temporary ramp closure;
• Provide other direction to staff.
ADVANTAGES:
Ramp closure will provide additional traffic data that will be useful in the analysis of
post project conditions if Alternative 1 of the Brisco Interchange Project is selected and
constructed.
DISADVANTAGES:
Costs of the closure may be extensive. The impact in the project report timeline is
unknown. The closure may also cause traffic confusion and impacts to other streets
until drivers become accustom to revised routes.
ENVIRONMENTAL REVIEW:
Since this work is completed within Caltrans right-of-way, Caltrans will complete the
necessary environmental review.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall on Thursday, September 3, 2015. The
Agenda and staff report were posted on the City's website on Friday, September 4,
2015.
