RESOLUTION NO. 2481
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO
GRANDE DENYING THE APPLlCA nONS FOR GENERAL PLAN AMENDMENT 90-1
AND PLANNED DEVELOPMENT REZONE 90-220 (VISTA DEL MAR)
WHEREAS, the City of Arroyo Grande received applications from Wilma-Pacific, Ine. for the
following:
i.-
1. General Plan Amendment 90-01, a request to amend the City's general plan to change the
land use designation from Residential Hillside to Planned Development on land located
generally south of Arroyo Gmnde High School and west of Highway 101, and
2. Planned Development Re~.one No. 90-220, to rewne the propcny "PO-Planned
Development" for development of 150 single family residences.
WHEREAS, an Environmental Impact Report (EIR) wa.~ prepared forthe above listed applications
pursuant to the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the City
of Arroyo Grande's Rules of Procedure for Implementation of CEQA; and
WHEREAS, the Planning Commission recommends that the EIR for this project be amended prior
to certification, and,
WHEREAS, the Planning Commission has adopted Resolution 90-_ that recommends that these
applications be denied, and,
WHEREAS, based on the staff report.~. EIR, and findings of the Planning Commission, the City
Council of the City of Arroyo Grande finds as follows:
I) The EIR, as amended, identifies significant unavoidable adverse cumulative
impacL~ to the City's water supply should the above applications be approved.

2) The EIR. as amended, recommends that this project not be considered until such
time as the South Countv Comorehensive Trame Studv is completed, .md the
affected jurisdictions can agree to necessary regional cireulation improvements
and the means of funding such improvements.
3) The City recently completed an update of its generdl plan. which considered the
appropriate density of residential development for the proposed project site, and
that the proposed applications would be inappropriate uses of the proposed project

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arroyo Grande,
California as follows:
1. The applications requesting General Plan Amendment 90-01 and PD Rezone 90-220 are
denied.
NOW, THEREFORE, BE IT FURTHER RESOLVED as follows:
1. The evaluation of any future applications for this site must consider all relevant proposed
projects in the cumulative traffic assessment, including the possible pcrlol1Tling ans center
proposed for the high school.
