CC 2015-10-13_08h Acceptance of 2015 Street ResurfacingMEMORANDUM TO: CITY COUNCIL FROM: GEOFF ENGLISH, PUBLIC WORKS DIRECTO~ SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE 2015 STREET RESURFACING PROJECT, PW 2015-07 DATE: OCTOBER 13, 2015 RECOMMENDATION: It is recommended the City Council: 1. Accept the project improvements as constructed by American Asphalt South, Inc. in accordance with the plans and specifications for the 2015 Street Resurfacing Project; 2. Direct staff to file a Notice of Completion; and 3. Authorize release of the retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The total construction cost for the project, including authorized construction changes, is $239,817.00. The recommended action will not result in any impact on staff resources. This recommendation supports the following City Council approved Critical Action Plan item; ,fully fund and construct the pavement management program to establish and maintain a schedule of improving all streets in the City on a 7-year cycle. BACKGROUND: On June 23, 2015, Council awarded a construction contract to perform the subject project to American Asphalt South, Inc. for $239,818 and authorized the City Manager to approve change orders in the amount up to $23,902 bringing the total construction cost to $263,799.90. The project scope of work involved the application of a Type II slurry seal for residential streets including striping and pavement markings. A~AL YSIS OF ISSUES: The contractor has completed the work in accordance with the approved plans and specifications. There are no outstanding issues. ALTERNATIVES: The following alternatives are provided for the Council's consideration: -Approve staff's recommendations; Item 8.h. - Page 1 CITY COUNCIL CONSIDERATION OF ACCEPTANCE OF THE 2015 STREET RESURFACING PROJECT, PW 2015-07 OCTOBER 13, 2015 PAGE2 -Do not accept the project; -Accept the project, but do not authorize release of retention; or -Provide direction to staff. ADVANTAGES: The project is complete. Accepting the improvements will allow staff to close out the project. If any funds remaining, they will be rolled over to the 2016 pavement management program projects. DISADVANTAGES: The disadvantage of accepting the improvements would be if subsequent deficiencies in the work are identified. However, the contract documents include a one-year warranty period for the contractor to address any construction defects that may arise. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to Section 15301(c). PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall on Thursday, October 8, 2015. The Agenda and report were posted on the City's website on Friday, October 9, 2015.
