1. CALL TO ORDER:
The City Council of the City of Arroyo Grande and the Lucia Mar Unified School
District Board met in a Special Joint Session at 6:30 p.m., with Mayor A. K. "Pete"
Dougall and School Board President Gee Gee Soto presiding.
2. FLAG SALUTE:
The audience joined with the City Council and the School Board in the Pledge of
Allegiance to our Flag.
3. ROLL CALL:
Present with Mayor Dougall were Mayor Pro Tern James M. Souza, and Council
Members Drew Brandy, Michael A. Lady, and Michael Fuller. Present with Board
President Soto were Board Members Carol Harvey, Dee Santos, Erik Howell, and
William Senna. Board Members absent were Donna Mills and Georgie O'Connor.
J 4. PUBLIC COMMENT PERIOD:
None.
5. ESTABLISHMENT OF A "DRUG FREE ZONE"
Chief of Police Rick TerBorch gave a history of the planning of the DDrug Free Zone"
and said Vicki Farrer of San Luis Obispo County Drug and Alcohol Services had
initiated the program in Arroyo Grande. Dick Simpson, School District official, and
Joseph Boeckx, Superintendent, also spoke to the Council and Board. Ms. Farrer

congratulated the bodies on reenforcing the idea that it is all right to be "drug free. H
It was moved by Brandy/Fuller (5,.0-0, Brandy, Fuller, Souza, Lady; and Dougall voting r
aye) to adopt Resolution No. 3164, A Joint Resolution of the City Council of the City of
Arroyo Grande and the Lucia Mar Unified School District Establishing a "Drug Free
Zonel! Within the City Limits of Arroyo Grande.
It was moved by Harvey/Santos (5-0-2, Harvey, Santos, Howell, Senna, and Soto
voting aye, Mills and O'Connor absent) to adopt Resolution No. A9697 -03, A Joint
Resolution of the City Council of the City of Arroyo Grande and the Lucia Mar Unified
School District Establishing a "Drug Free Zone" Within the City Limits of Arroyo
Grande.
6. COUNCIL/SCHOOL BOARD COMMUNICATIONS:
None.
7. STAFF COMMUNICATIONS:
None.
8. ADJOURNMENT:
The meeting was adjourned at 6:53 p.m. The City Council adjourned to its regular
meeting at 7:30 o'clock this night in the Council Chambers and the School Board
adjourned to a 7:30 p.m. Tuesday, September 3, 1996, meeting in the School District
Board Aoom.
