SPECIAL CITY COUNCIL MEETING
Mayor Lady called the meeting to order at 6:17 P.M. Mayor Pro Tern Ferrara, Council
Members Runels, Dickens, Interim City Manager TerBorch and City Attorney Carmel were
present.

Mayor Lady announced that the Council was going to meet in closed session to discuss the
