RESOLUTION NO. 2461
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE APPROVING AN APPLICATION AND CONTRACT
EXECUTION FOR FUNDING FROM THE GENERAL ALLOCATION OF
THE STATE CDBG PROGRAM, AUTHORIZING THE EXECUTION OF
A GRANT AGREEMENT WITH THE STATE OF CALIFORNIA
FOR THE PURPOSES OF THIS GRANT, AND APPROVING THE
WAIVER OF PROGRAM RELATED PERMIT AND INSPECTION FEES
AND THE CONTRIBUTION OF PROGRAM RELATED AUDIT EXPENSES
WHEREAS, on April 3, 1991, the Seniol;' Advisory Commission of
the city of Arroyo Grande met to discuss the community's needs and
r- the City's proposed 1991 Community Development Block Grant (CDBG)
program; and
WHEREAS , based on discussions at that meeting, it was
recognized that community input and the City's adopted Housing
Element all identified a serious need for the preservation of
rental housing which is affordable to low income households, which
could be significantly and usefully addressed throuqh CDBG funds;
and
WHEREAS, based on the discussions at that meeting, it was
further recognized that in order to receive maximUM consideration
by the state, the City must demonstrate substantial local support
for the proposed program by contributing matching funds; and
WHEREAS, the City, in recoqnition of the need for long term
affordable housing, will contribute to the proposed program by the
waiver of usual permit and inspection fees and the cost of the
program related audit.

NOW, THEREFORE, BE IT RESOLVED, by the city Council of the
city of Arroyo Grande, California as follows:
1. That the City Council has reviewed and hereby approves and
application for:
Elm Street Rental Housing Preservation - $460,750
General Administration - $37,250; and
2. The City Council has reviewed the citizen participation
plan for compliance with federal statute and has determined
that this plan was followed for the development of this
application; and
3. The City Council authorizes the waiver of 100 percent of
the building permit and inspection fees (approximately
$1,700) related to CDBG program activity and contributes
the cost of the program related audit (approximately $300);
and
I 4. That the City Manager is hereby authorized and directed to
act on the City's behalf in all matters pertaininq to this
application; and
5. If the application is approved, the City Manaqer is
authorized to enter into and sign the grant agreement with
state of California for the purposes of this grant.
