RESOLUTION NO. 2457
A RESOLUTION OF THE cm COUNCIL OF THE CI1Y OF ARROYO
GRANDE CERTIFYING THAT THE PROGRAM ENVIRONMENTAL
IMPAcr REPORT ON THE 1990 GENERAL PlAiN UPDATE
ADEQUATELY ADDRESSES THE 1991 DEVELOPMENT CODE AND
CERTIFYING THAT THE cm COUNCIL HAS REVRtwED AND
CONSIDERED THE INFORMATION CONTAINED IN 'l'II& PROGRAM
ENVIRONMENTAL IMPAcr REPORT.
WHEREAS, the Oty of Arroyo Grande has prepared a Program Environmental Impact "1
Report (program EIR) for the 1990 General Plan Update of the Land Use, Housing, Open Space
and Conservation Elements, Development Code, and Reaourcc ManagemeDt' Plan; and !

WHEREAS, on May 22, 1990, the Oty Council of the Oty of Arro)W Grande certified the
Program EIR III being prepared and circulated pursuant to the CaUfomia EIwUonmental Quality Ac:t
("CEQA"), the State CEQA Guidelines, and the Oty'1I Rules and Procedures for Implementation of
CEQA; and
WHEREAS, notice of the use of the Program EIR III tbe environmental document for the
1991 Development Code has been given pursuant to CEQA, the State CEOA Guidelines, and the
Oty's Rules and Procedures for Implementation of CEQA; and
WHEREAS, duly noticed public hearings were held by the Planning Conunission of the Oty
of Arroyo Grande on October 30, November 20, and December 18, 19901 and January 10 and
February 19. 1991, at which all interested persons were given the opportunitt to be heard: and
WHEREAS, duly noticed public hearings were held by the City CoUl'lCil oE the Oty oE Arroyo
Grande on March 12, March 26 and April 9, 1991 at which all interested> pe,.ons were given the
opportunity to be beard: and
WHEREAS, the Program EIR adequately addresses the impacts of the 1991 Development
Code and DO additional environmental document need be prepared: and
WHEREAS, the City Council has reviewed and considered the infonnation contained in the
Program Em.
NOW, THEREFORE, BE IT RESOLVED by the Oty Councit of the Oty of Arroyo
Grande, California as follows:
1. The Oty Council hereby certifies that the Program Environmental Impact Report on
the 1990 General Plan Update and relating to the 1991 Development Code:
a. has been prepared and completed in compliance with CEQA, the State
CEQA Guidelines, and the Oty's Rules and ProcedUIU; and l
b. adequately addresses the 1991 Development Code, and no additional
environmental document need be prepared.
2 The Oty Council hereby further certifies that the information contained in the
Program EIR has been reviewed and considered by the members of the City Council.

the following roll call vote, to wit:
