RESOLUTION NO. 2442
A RESOLUTION OF TIlE CITY COUNCn.. OF
ARROYO GRANDE AUTHORIZING AN APPLICATION
TO TIlE STATE DEPARTMENT OF WATER RESOURCES
FOR GRANT FUNDS UNDER TIlE URBAN STREAM RESTORATION
PROGRAM TO CONSTRUCT A PROJECT ENTITLED ARROYO GRANDE CREEK
STABILIZATION PROJECT; AND APPROVING TIlE FILING OF A NOTICE OF
EXEMPTION FROM CEQA
WHEREAS, the City of Arroyo Grande in response to the solicitation from the
Department of Water Resources desires to submit an application for funds to complete
the Arroyo Grande Stabilization Project including restoration of culvert discharges at four
locations in Arroyo Grande Creek; and
WHEREAS, the City of Arroyo Grande has prepared an application for funding
under the program; and

WHEREAS, the project deadline for mailing of the application is January 31st
1991; and
WHEREAS, the project has general community support including cosponsorship
by the Kiwanis Club of Arroyo Grande Valley; and
WHEREAS, completion of the project is consistent with the City's General Plan;
and
WHEREAS, the State California Environmental Quality Act (CEQA) Guidelines
Section 15301, (d) exempts projects which are completed to restore existing facilities to
a state of good repair under currently acceptable design guidelines;
NOW THEREFORE, BE IT FURTHER RESOLVED, the City Council of the
City of Arroyo Grande approves and authorizes submittal of the application entitled City
of Arroyo Grande Creeks Stabilization Project; and
BE IT FURTHER RESOLVED, that the City Council of, the City of Arroyo
Grande finds the project entitled Arroyo Grande Creek Stabilization Project to be
categorically exempt from CEQA review according to State CEQA Guidelines Section
15301 (d), and therefore no environment documents are required; and
BE IT FURTHER RESOLVED, that it is the intent of the City Council of the
City of Arroyo Grande to complete the project as a the logical extension to its recent
project to stabilize the creek in the vicinity of the Swinging BJ;dge, and to provide
necessary funding support for the estimated amount of $8,500 bringing the total project
cost estimate to be $39,500 (including estimate of $1,000 as the value of labor provided
by the Kiwanis Club of Arroyo Grande Valley, and $30,000 from grant funds) so that the
project can be completed in a period of time not to exceed twelve (12) months.
On the motion of Council Member Smith ,seconded by Council Member Dougall
and on the following roll call vote, to wit:
