EXTERIOR-RECOATING PROJECT, PW 2015-11

RECOMMENDATION:
It is recommended the City Council:-
1. Accept the project improvements as constructed by Paso Robles Tank, Inc. in
accordance with the plans and specifications for the Reservoir No. 5 Exterior
Recoating Project; -
2. Dir~ct staff to file a Notice of Completion; and
3. Authorization release of the -retention, thirty-five (35) days after the Notice of
Completion has been recorded, if no liens have been filed.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The FY 2015-16 capital improvement program budget includes $125,000 for the
Reservoir No. 5 Recoating project. The total project co~t (design, construction,
administration, testing, etc.) is estimated at $53,300. The contractor's final construction
cost is $41,400. The recommended action will not result in any impact on staff
resources.
BACKGROUND:
On August 25, 2015, Council awarded a construction contract to perform the subject
project to Paso Robles Tank, Inc. for $41,400 and authorized the City Manager to
" approve change orders in the amount of $4, 140. The project scope involved
preparation, minor surface repairs and painting the exterior of the existing 1,200,000
gallon above ground steel water Reservoir No. 5, accesse.d from a driveway off Puesta
Del Sol.
ANALYSIS OF ISSUES:
The contractor has completed the work in accordance with the approved plans and
specifications. There are no outstanding issues.

ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
1. Approve staff's recommendations to accept the Reservoir No. 5 Exterior
Recoating project;
2. Do not accept the Reservoir No. 5 Exterior Recoating project;
3. Accept the Reservoir No. 5 Exterior Recoating project but do not authorize
release of retention; or
4. Provide direction to staff.
ADVANTAGES:
The project is complete. Accepting the improvements will allow staff to close out the
project. Remaining funds in the project account will be returned to the Water Fund
Balance.
DISADVANTAGES:
The disadvantage of accepting the improvements would be if subsequent deficiencies in
the work are identified. However, the contract documents include a one-year warranty
period for the contractor to address any construction defects that may arise.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from CEQA pursuant to Section 15301 (b ).
PUBLIC NOTIFICATION AND COMMENTS:
The agenda was posted at City Hall on Thursday, November 5, 2015. The agenda and
staff report was posted on the City's website on Friday, November 6, 2015. No public
comments were received as of the time of preparation of this report.
