R 2439 RESOLUTION NO. 2439 A RESOLUTION OF THE CI1Y COUNCIL OF THE CI1Y OF ARROYO GRANDE REQUESTING ADOPTION OF A POLICY STATEMENT BY THE SOUTH SAN LUIS OBISPO COUN1Y SANITATION DISTRICl' TO RESERVE PERMANENT ALLOCATION OF THEDlSTRICI"S TREATED EFFLUENT FOR USE BY THE DISTRICl' MEMBERS AND ITS CONTRACl'ORS; AND REQUESTING THE SOUTH SAN LUIS OBISPO COUN1Y SANITATION DISTRlCl' BOARD OF DIRECI'ORS TO UPDATE THE 1982 REPORT BY KENNEDY/JENKS ENGINEERS ENTITLED "WATER RECLAMATION ASSESSMENT' WHEREAS, the City of Arroyo Grande has been required to adopt an update to the City's 1985 Urban Water Management Plan by the statute kIl6Wl1 as Assembly Bill r 797, adopted by the State of California during regular session of tie legislature in 1983- 84; and WHEREAS, it is a requirement of the State of California that agencies with projected water supply deficiencies through the year 2010 must evaluate the potential for use of waste water reclamation; and WHEREAS, the South San Luis Obispo County Sanitation District is the agency responsible for treatment and discharge of this City's wastewater; and WHEREAS, the South San Luis Obispo County Sanitation District treats and discharges over 3,000 acre feet of wastewater each year; and at this time all of the member agencies and contractors including the City of Anoyo Grande have a projected water resource shortfall for the year 2010. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande does hereby make the following requests to the governing Board of Directors of the South San Luis Obispo County Sanitation District: 1. That the District refrain from entering into long term contracts to allocate , the District treatment plant effluent for export to users outside of the , boundaries of the District member agencies and its contractors; and 2. That the District update the 1982 Kennedy/Jenks report entitled, "Water Reclamation Assessment" to provide a document which can be used by the District, its member agencies, and contractors for assessment of potential for reuse of wastewater for specific projects subject to CEQA review prior to approval by the individual agencies.
