SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE 2015 SEWER LINING
PROJECT, PW 2015-04

RECOMMENDATION:
It is recommended the City Council:
1. Accept the project improvements as constructed by Insituform Technologies, Inc.
in accordance with the plans and specifications for the 2015 Sewer Lining
Project;
2. Direct staff to file a Notice of Completion; and
3. Authorize .release of the retention, thirty-five (35) days after the Notice of
Completion has been recorded, if no liens have been filed.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The FY 2015-16 capital improvement program budget includes $186,000 for the 2015
Sewer Lining project. The total project cost (design, construction, administration, testing,
etc.) is estimated at $131,500. The contractor's final construction cost is $129,924. The
recommended action will not result in any impact on staff resources.
BACKGROUND:
On March 24, 2015, Council awarded a construction contract to perform the subject
project to Insituform Technologies, Inc. for $119,577 and authorized the City Manager to
approve change orders in the amount of $11,958. The project scope involved the
rehabilitation of 2,744 linear of failing clay and cast iron sewer main along segments of
East Branch Street, Eman Court to Newman Drive, and The Pike, using Cured-In-Place
Pipe (CIPP) technology.
ANALYSIS OF ISSUES:
The contractor has completed the work in accordance with the approved plans and
specifications. There are no outstanding issues.

ALTERNATIVES:
The following alternatives are provided for the Commission's consideration:
- Approve staffs recommendations to accept the 2015 Sewer Lining project;
- Do not accept the 2015 Sewer Lining project;
- Accept the 2015 Sewer Lining project but do not authorize release of retention; or
- Provide direction to staff.
ADVANTAGES:
The project is complete and should extend the life of the old sewer mains for at least
fifty years. Accepting the improvements will allow staff to close out the project.
DISADVANTAGES:
The disadvantage of accepting the improvements would be if subsequent deficiencies in
the work are identified. However, the contract documents include a one-year warranty
period for the contractor to address any construction defects that may arise.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from CEQA pursuant to CEQA Guidelines Section
15301(b).
PUBLIC NOTIFICATION AND COMMENTS:
The agenda was posted at City Hall on Thursday, November 19, 2015. The agenda and
staff report was posted on the City's website on Friday, November 20, 2015. No public
comments were received as of the time of preparation of this report.
