R 2414 3'.6 ..'~ RESOLUTION NO. 2414 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE COMMITTING TO FINANCIAL AND TECHNICAL SUPPORT FOR A COMPREHENSIVE SOUTH COUNTY TRAFFIC MODEL AND STUDY WHEREAS, the San Luis Obispo Area Coordinating Council has applied for and received approval of a grant for $40,000 from the California Department of Transportation (Caltrans) to develop a l comprehensive, integrated traffic study and model of the entire South County during FY 90/91, for which Caltrans requires a commitment of local funding and technical cooperation from each of . the affected jurisdictions to release the grant; and WHEREAS, a comprehensive and integrated traffic model and study for the South county is mutually desirable and necessary as a first step in establishing a cooperative approach to solving existing and future traffic problems in the South County; and WHEREAS, a portion of the South County including the cities of Arroyo Grande, Pismo Beach and Grover City and adjacent unincorporated lands is likely within five years to be the first area in the county to become "urbanized" (a contiguous area with a population of at least ,50,000), requiring development of a congestion management. program pursuant to Section 65089 of the Government Code, via AB471 in 1989; and \ '. WHEREAS, traffic models and studies previously completed for the City of Arroyo Grande, portions of the city of pismo Beach and the Nipomo Mesa, together with the recently initiated traffic model and study for the City of Pismo Beach will form the initial basis for the comprehensive model; and WHEREAS, the total cost of the proposed traffic model and study has been estimated at up to $70,000, requiring a local funding contribution of up to $60,000, subject to responses to Request for Proposals for consultant services; and WHEREAS, at a meeting of elected officials, administrators and technical staff from the Cities of Arroyo Grande, Pismo Beach and Grover Ci ty and the County of San Luis Obispo, a tentative agreement was reached that each of the four jurisdictions should be responsible for an equal share of the local fund contribution up to $7,500 each, together with other technical support and in-kind services as necessary for the proposed model/study. NOW, THEREFORE, BE IT RESOLVED, that the City of Arroyo Grande l does hereby acknowledge that a comprehensive, integrated traffic study and model of the entire South County is a necessary first step establishing a cooperative and cost-effective approach to address existing and projected traffic problems in the South Caanty, and for future development of a countywide traffic model and Congestion Management Plan as required by AB 471. BE IT FURTHER RESOLVED, that the' city of Arroyo Grande does hereby agree to contribute up to $7,500 to the~San Luis Obispo coordinating Council, as an equal share of the total estimated local funding required for the proposed traffic model and study, together with other technical support and in-kind services as necessary. 1 , . ,- .. 37 RESOLUTION NO. 2414 On motion of Council Member Moots, seconded by Council Member smith, and on the following roll call vote, to wit: '.
