, OF ARROYO GRANDE ADOPTING A NEGATIVE
! DECLARATION, REPEALING THE CEH'l'RAL BUSINESS
DISTRICT (1975), PUBLIC SERVICES AND
, FACILITIES (1976), PUBLIC BUILDINGS (1976) ,

AND SCENIC ROUTES (1979) ELEMENTS OF THE
i CITY'S GENERAL PLAN, AND INSTRUCTING THE CITY
, CLERK TO FILE A NOTICE OF DETERMINATION.
WHEREAS, Section 65302 of the California Government Code
directs all cities and counties to prepare General Plan Land Use,
Circulation, Open Space, Conservation, Noise, Housing, and Safety
Elements; and
I WHEREAS, the Central Business District, Public Services and
Facilities, Public Buildings, and Scenic Routes Elements are
optional elements of a City's General Plan and are not mandatory ~
under state law;
WHEREAS, portions of the Central Business District, Public
Services and Facil i ties, Public Buil dings, and Scenic Routes
Elements are obsolete and no longer reflect local conditions or
policies; and
WHEREAS, the 1990 update of the Land Use, Open Space and
Conservation Elements includes policies regarding the Village area
of Arroyo Grande, public facilities, and scenic preservation; and
WHEREAS, the City's Circulation Element (1986) includes
discussion regarding scenic routes and is due to be updated this
year; and
WHEREAS, duly noticed public hearings were held by the City
Council of the City of Arroyo Grande on June 12, 1990, at which all
interested persons were given the opportunity to be heard; and
WHEREAS, a Negative Declaration has been prepared, processed
and considered according to CEQA, and it is found that the project
will not have a significant effect on the environment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Arroyo Grande, California to adopt a Negative Declaration, -
repeal the Central Business District, Public Services and
Facilities, Public Buildings, and Scenic Routes Elements of the
General Plan, and instruct the City Clerk to file a Notice of
Determination.
On motion by Council member Smith , seconded by Council
member Douaall , and by the following roll call vote,
to wit:

ABSENT: None
